Social Assistance Corruption Rp1.7 Billion, Former Bone Bolango Regent Gorontalo Detained By Prosecutor's Office

JAKARTA - The Gorontalo High Prosecutor's Office (Kejati) has detained former Bone Bolango Regent Hamim Pou. The detention was carried out in connection with allegations of corruption in social assistance (bansos) in Bone Bolango Regency, Gorontalo Province.

Head of the Gorontalo High Prosecutor's Office (Kajati) Purwanto Joko Irianto said Hamim Pou was detained on suspicion of misappropriation of social assistance funds for the 2011 and 2012 fiscal years at the Regional Financial and Asset Management Revenue Office of Bone Bolango Regency.

In the 2011 and 2012 fiscal years at the Regional Financial and Asset Management Revenue Office of Bone Bolango Regency, there was the implementation of the provision of social assistance intended for community organizations, community groups and political parties.

"Where the social assistance budget that has been realized is Rp. 10.3 billion, and in its implementation there is the provision of social assistance that exceeds the nominal limit of Rp. 1.6 billion," he said at a press conference in Bone Regency, Wednesday, April 17, which was confiscated by Antara.

And without the petitioner's proposal submitted in the activities of Acting Regent Bone Bolango Hamim Pou at that time amounted to Rp152 million which contradicted the Decree of the Regent Bone Bolango Number 67/KEP/BUP.BB/117/2011 and Number: 7.a/KEP/BUP.BB/117/2012 regarding instructions for the implementation and accountability of grant spending and social assistance within the Bone Bolango Regency Government for the 2011 and 2012 fiscal years.

"So that it has resulted in state or regional financial losses of Rp1.7 billion based on the audit report on the results of the calculation of state financial losses on May 29, 2023 from the Financial and Development Supervisory Agency (BPKP) Representative of Gorontalo Province," said Joko.

The alleged article against Hamim Pou is Article 2 paragraph (1) in conjunction with Article 18 of Law Number 31 of 1999 concerning the eradication of criminal acts of corruption as amended and supplemented by Law Number 20 of 2001 Jo. Article 55 Paragraph (1) of the (1) Criminal Code in conjunction with Article 64 paragraph (1) of the Criminal Code with a minimum imprisonment of 4 years and a maximum of 20 years.

Furthermore, Article 3 in conjunction with Article 18 of Law Number 31 of 1999 concerning the eradication of criminal acts of corruption as amended and supplemented by Law Number 20 of 2001 Jo. Article 55 Paragraph (1) of the (1) Criminal Code in conjunction with Article 64 paragraph (1) of the Criminal Code with a minimum penalty of 1 year and a maximum of 20 years.
