REJANG LEBONG - The Regency Government (Pemkab) of Rejang Lebong, Bengkulu Province is tightening the acceptance of honorary employees who will serve in various local regional apparatus organizations (OPD) so that their functions do not conflict with civil servants.

"The process of recruiting temporary employees or freelance workers (THL) this year is being carried out strictly based on suggestions from each OPD. The THL decrees as of December 31 2022 have expired, so they must be re-hired," said Rejang Lebong District Secretary, Yusran Fauzi when contacted at Rejang Lebong, Antara, Sunday, February 5.

He explained that the THL contract extensions were priority workers such as health workers, firefighters, Satpol-PP, cleaners, night guards, drivers, dukcapil operators, and other technical personnel.

"In principle, an honorary employee or THL may not take on the role or function of an ASN. If that happens in an OPD, the ASN will not work and clearly, this will be detrimental to the state," he explained.

So far the process of extending the SK among THL, he said, is still waiting for instructions from the central government, namely the minister of finance in paying monthly honorariums, considering that there is no longer any appointment of honorary employees other than PPPK.

According to him, the budget prepared by the Rejang Lebong Regency Government in the 2023 APBD is IDR 25 billion which is used to pay the salaries of Government Employees with Work Agreements (PPPK), but the quota received from the central government is only 240 people with an annual salary of IDR 5 billion.

Meanwhile, the budget of IDR 20 billion itself is being proposed by the Rejang Lebong Regency Government to the Ministry of Finance so that it can be used to pay THL salaries, which total up to 1,900 people. The number of THL is reduced by 38 percent from 2022 which reached 2,900 people.
