BANDAR LAMPUNG - The Directorate of Monitoring, Deputy for Prevention and Monitoring of the Corruption Eradication Commission (KPK) stated that the local government (Pemda) in Lampung province is prone to corruption based on the results of the 2021 Integrity Assessment Survey (SPI).

"The 2021 Lampung SPI results have an average score of 69.3 percent, below the national average of 72 percent," said KPK Monitoring Specialist Wahyu Dewantara Susilo, in Bandar Lampung, as reported by ANTARA, Thursday, September 23.

He said from the Lampung SPI average score, several regions were categorized as very vulnerable, namely East Lampung Regency with an index value of 51 percent, South Lampung 58 percent, Central Lampung 62 percent, Tanggamus 65 percent, and Bandar Lampung City 65 percent.

Wahyu said the SPI has an index value starting from zero to one hundred percent divided into 4 categories, namely very vulnerable, vulnerable, alert to awake. 0-67.9 percent of the index value is in the very vulnerable category, 68-73.6 percent is in the vulnerable category, 73.7-77.4 percent is on alert, 77.5 to 100 percent is awake.

According to Wahyu, if you look at the problems in the local governments in Lampung related to corruption, there are bribes, gratuities, the influence of people outside the organization, conflicts of interest and budget irregularities.

"The issue of bribery, for example, gratification in Lampung the risk level reaches 23 percent, with South Lampung Regency the highest reaching 44 percent. Then the risk is the influence of outsiders from the organization, the risk is 20 percent for the province with the highest in Central Lampung 50 percent," he explained.

The risk of conflict of interest that occurs in one organization is 49 percent, the highest is in South Lampung 65 percent, the next problem is nepotism in the management of government human resources (HR) as much as 34 percent, and the closeness of officials 36 percent.

"What is still our homework is that buying and selling positions has the highest 20 percent risk in South Lampung, 32 percent. The issue of misappropriation of the official travel budget and around 25 percent of honorariums in South Lampung is quite high, the figures are 54 and 55 percent, so this area has become the attention of the KPK," continued Wahyu.

According to him, the Corruption Eradication Commission did not say that the condition of the regions that had the highest value was 100 percent free from corruption. However, the frequency of incidents of corruption is relatively smaller than positions that are vulnerable or very vulnerable to corruption.

"Of course we don't just provide an assessment and this is a risk. But we explain and provide recommendations for improvement, so that the regional government makes changes," said Wahyu.

In 2021, the Directorate of Monitoring, Deputy for Prevention and Monitoring of the KPK conducted a survey of 640 ministries/agencies and local governments, consisting of 98 ministries/agencies, 34 provincial governments, and 508 district and city governments involving 150,000 employees, 63,000 service users, and 8,000 experts.

"The result is an average SPI of 72.4 percent, meaning that Indonesia is still in a situation prone to corruption," said Wahyu.
