The National Police Will Coordinate The Status Transfer In The New ASN Law
The National Police's Bureau of Human Resources (SSDM) will coordinate with the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB) regarding the concept of resipulation in the newly passed ASN Law.
According to Assistant Assistant Chief of the National Police for Human Resources (As HR) Inspector General Dedi Prasetyo, his party has studied Article 19 and Article 20 in the latest ASN Law, for its implementation it is necessary to coordinate with related parties.
"Regarding Article 19 and Article 20, it will be further regulated by government regulations. Later it will continue to be coordinated with the Ministry of Manpower and BKN regarding the reciprocal," said Dedi, quoted by ANTARA, Monday, October 9.
Dedi said that in the application of Article 19 and Article 20 of the ASN Law, government regulations (PP) were the implementing instructions in implementing the new rules.
"Yes, we are still waiting for PP, because Article 19 and Article 20 are operationalized with PP," said the former Head of the Public Relations Division of the Police.
Dedi has not commented much on whether this reciprocal concept will have a positive or negative impact on the number of Polri human resources. And whether the Police will revise the Police Law when implementing it.
However, Dedi confirmed that his party had studied the rules since they were ratified, and continued to coordinate before implementing them.
Separately, Police Observer from the Institute for Security and Strategic Studies (ISESS) Bambang Rukminto emphasized that the concept of reciprocalism in the TNI-Polri must be regulated clearly, firmly and strictly so as not to repeat New Order's ways in order to divide power, so that it is far from the spirit of building bureaucratic professionalism.
"That's why the transfer of function, as well as the transfer of status of the National Police to ASN must be strictly regulated. If it's not strict, the impact will damage the police leadership regeneration system itself and the regeneration of ASN positions, all of which are still prone to the tug of war. political interests," said Bambang.
Bambang also reminded that this status transfer should not interfere with positions in other institutional structures because it is only the freedom to go in and out, considering that there is also inflation of the National Police, or many generals (who do not have positions) at the National Police Headquarters.
"Don't let the problem of appointing high-ranking officers that are not taken into account so that more than the existing structure interferes with positions in other institutional structures with the freedom to go in and out through the ASN Law," said Bambang.

Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas said the ASN Law had just implemented a reciprocal concept with the TNI and Polri.
