JAKARTA - The DKI Provincial Government has announced the continuation of the construction of an Intermediate Treatment Facility (ITF) waste processing facility in Sunter, North Jakarta.

The DKI Jakarta Provincial Government has previously carried out the ITF Sunter groundbreaking since December 2018. Finally, now it has received clarity about the construction work.

Head of the DKI Jakarta Environment Agency, Syaripudin, said that PT Jakarta Propertindo (JakPro) is collaborating with PT Wijaya Karya (WIKA) - PT Indoplas Karya Energi (Indoplas) in a consortium scheme.

"For the construction of the ITF in the western service area, PT Jakpro is working with a consortium of PT Wijaya Karya (WIKA)-PT Indoplas Karya Energi (Indoplas). The partner selection process has been carried out in accordance with procedures is open and transparent", said Syaripudin in his statement, Friday, March 12.

Syaripudin said the ITF in the western service area was planned to process 2.000 tons of waste per day with an efficiency of 80 percent. Meanwhile, ITF for the eastern service area is carried out by Perumda Pembangunan Sarana Jaya.

The DKI Jakarta Provincial Government once planned to build four ITFs in the Capital City. For the ITF in the East and South Service Areas, it is estimated that they can reduce waste by 70-90 percent. However, these two locations have yet to be announced.

Syaripudin explained that the Sunter Kwtika ITF has been operating capable of reducing waste by 2.200 tons per day and producing 35 Mega Watt of electrical energy.

"The waste management facility will later be able to minimize regional dependence on integrated waste processing facilities (TPST) outside the region", he said.

Syaripudin said that this facility is expected to reduce the volume of waste by using technology-based processing that is appropriate, tested, and environmentally friendly, and can produce renewable energy that has public benefits or added value.

"The processing and utilization of waste in these areas are expected to be one of the solutions for the volume of waste in Bantar Gebang TPST. Apart from that, this project is also one of the efforts to use waste into electricity which is beneficial for the people of Jakarta", he concluded.

It Had stalled

Based on the supervision of Commission D for the Development Sector DKI Regional Representatives Council (DPRD) to the Sunter ITF location some time ago, it turned out that the work was stalled. There hasn't been any construction there yet.

"It has been years and there is no resolution by Jakpro, we recommend that waste management be handled directly by the DKI Environmental Service", said the Chairman of Commission D DPRD DKI Ida Mahampang to VOI editorial, Friday, August 28, 2020.

According to Ida, there are a number of development plans that have failed to be carried out by Jakpro and have passed the deadline. Among these are the date of commencement of construction work, the trial period, to the target date of commercial operation.

For example, Jakpro is committed to starting construction from January 21, 2020, to May 31, 2023. Unfortunately, so far, no construction work has started.

Ida said that the current obstacle for Jakpro is not getting investors. Therefore, he said, if the Sunter ITF project was handed over to the Department of Environment, it would be easier for investors to glance at it.

"Actually, there are many third parties (investors) who are willing to take part. But this investor does not dare to enter if it is held by Jakpro, because it is only limited to the Regional-owned Enterprises (BUMD). Jakpro is considered not having the power to do that", explained Ida.
