WEST PAPUA - The Manokwari District Attorney (Kejari) has named the Treasurer of the Teluk Wondama District Health Service (Dinkes) with the initials RI as a suspect in the 2019 corruption case of health operational assistance funds (BOK).
Head of the Special Crimes Section of the Manokwari Kejari, Hasrul, said that the total BOK funds in 2019 reached Rp7.2 billion, which was managed by the suspect amounting to Rp1.5 billion and six health centers of Rp5.7 billion.
The suspect did not include evidence of activities and accountability reports for the management of the BOK funds of Rp. 1.5 billion, causing state losses of approximately Rp. 1 billion according to the results of the West Papua BPKP calculations.
"The suspect did not make an accountability report, and there were several items of activities that were not carried out," said Hasrul in Manokwari, West Papua, Friday, March 8, which was confiscated by Antara.
He explained that the investigation into the corruption case of BOK funds sourced from the physical special allocation fund of the Wondama Bay Health Office had started in 2021.
The Prosecutor's Office then continued the investigation process in 2022 while waiting for the results of the calculation of state losses issued by the West Papua Financial and Development Supervisory Agency (BPKP).
"The results of the audit only came out in 2023, indeed there was a long time lag but the investigation was not stopped," said Hasrul.
He said the suspect's actions violated Article 2 paragraph (1) in conjunction with Article 3 in conjunction with Article 18 of Law Number 20 of 2021 concerning the Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.
The suspect was detained at the Class IIB Manokwari Penitentiary for the next 20 days for the purposes of investigation and fulfillment of the completeness of the case file.
"The number of witnesses examined in the alleged corruption case of Wondama Health Office's BOK funds is 46 people," he said.
According to Hasrul, the detention of the suspect is the first step in developing the case of misuse of Wondama Bay BOK funds as a whole.
Investigators argue that the occurrence of corruption can involve the role of several people, but it needs to be proven through examination of evidence and witness statements.
"The suspect could be more, that's why we developed it again and of course we will also recall the witnesses," said Hasrul.
His party is committed to examining the management of BOK funds at the Health Office in Manokwari, South Manokwari, and Arfak Mountains as working areas of the Manokwari Kejari.
The effort aims to ensure that the BOK funds are managed in accordance with applicable regulations in order to realize health services for the community to improve quality.
