KJP-KJMU Funds Deposit Rp197 Billion To Be BPK Findings, DKI Provincial Government Promises To Complete Distribution In The Next 2 Weeks

Acting Head of the DKI Jakarta Education Office, Syaefuloh Hidayat, said that his party had followed up on recommendations on the findings of the Supreme Audit Agency (BPK) regarding the KJP Plus and KJMU aid funds that had not been disbursed amounting to Rp197 billion.

Funds deposited for the distribution of KJP and KJMU are included in the findings of the Supreme Audit Agency (BPK) which examines the 2022 DKI Jakarta regional government's (LKPD) financial statements.

Syaefuloh said, the exact value of the KJP and KJMU funds that have not been distributed now does not reach hundreds of billions, as found by BPK. This is because the BPK was recorded in December 2022.

"BPK is examining it as of December 31. (KJP-KJMU funds) still have a position at Bank DKI of Rp197 billion. But, in the period January, February, and so on, we continue to commit to channeling it," said Syaefuloh at DKI Jakarta City Hall, Tuesday, May 29.

From January 2023 to May 28, the DKI Provincial Government has disbursed the remaining funds up to Rp133 billion. Thus, there are still around Rp64 billion of KJP-KJMU funds that will still be distributed in the next two weeks.

"Hopefully in the next one or two weeks it will be finished. So, there is no such thing as a loss at all," he said.

Syaefuloh explained the cause of the undisbursed KJP and KJMU funds that BPK found. He said, this education aid fund has a very large number of recipients, namely more than 803,000 students with a total budget of IDR 3.7 trillion.

Not to mention, there are a number of new KJP and KJMU recipients every year. The process of distributing aid to new recipients from the KJP and KJMU programs needs to go through the account bookkeeping process.

"The process is that we have to distribute the ATM card, smart Jakarta cards to students, and that can't be done all day at once. We do it gradually," said Syaefuloh.

"What has not been distributed is the new recipient. We must prepare the new recipients, prepare the savings book, prepare the KJP. So, then the distributed ones need time," he added.

It is known that the DKI Jakarta Provincial Government received an Unqualified Opinion (WTP) on the 2022 regional financial audit results from the Supreme Audit Agency (BPK). Now, the DKI Provincial Government has won the WTP opinion for 6 consecutive years.

However, the title of WTP does not mean that there are no problems in the DKI Provincial Government's financial statements. BPK found that there were still problems related to regional financial management throughout 2022.

This was conveyed by Member V of the BPK RI Ahmadi Noor Supit in the plenary meeting of the submission of the BPK examination report (LHP) to the DKI Provincial Government at the DKI Jakarta DPRD Building.

One of the problems that BPK noted was that the funds for depositing KJP Plus and KJMU social assistance worth Rp197.55 billion had not been distributed to the recipients, as well as social assistance for meeting basic needs worth Rp15.18 billion, which BPK said did not comply with the provisions.

Then, there was an overpayment of expenditures worth Rp. 11.34 billion and a delay fine of Rp. 34.53 billion, bringing the total to Rp. 45.87 billion. The third problem is the administration of the handover and recording of fixed assets of social-fasum facilities that are not yet orderly.
