DKI DPRD Requests TGUPP Budget Of IDR 19.8 Billion In 2022 To Be Zeroed

JAKARTA - Member of Commission A of the DKI Regional House of Representatives, Gembong Warsono, said that his party encouraged the Regional House of Representatives leadership not to approve the budget proposal to pay the salaries of the Governor's Team for the Acceleration of Development (TGUPP).

The TGUPP budget that is requested to be zeroed is IDR 19.8 billion. This he conveyed in the plenary meeting of the DKI Regional House of Representatives Budget Board which discussed the Draft Regional Budget for the 2022 fiscal year.

"We recommend that, as we discussed in Commission A, the TGUPP budget allocation, which amounts to 19.8 billion rupiahs, should be dropped", said Gembong at the DKI Regional House of Representatives Building, Wednesday, November 24.

Gembong explained the reasons for the emergence of pressure from members of the council to remove the TGUPP salary budget from the Regional Budget.

Gembong admitted that he was surprised that during the term of office of the Governor of DKI Jakarta, Anies Baswedan, which will end in October 2022, the TGUPP budget proposed in 2022 is actually larger than the 2021 Regional Budget.

"In 2021, the allocation for TGUPP will be around 18 points a few billion rupiahs. In 2022, the budget allocation will actually increase to 19 points a few billion", said Gembong.

What needs to be criticized, Gembong assesses the role of TGUPP is very central in the running of government in the capital city. As a result, the space for regional work units (SKPD) is hampered.

"It doesn't feel good, an official from the provincial government, the head of the service writes a letter until it is copied to the TGUPP. This indicates that the role of the TGUPP is extraordinary", said Gembong.

Along with this, Gembong suggested that Anies pay the TGUPP salary from the DKI Governor's operational allowance fund. Gembong assessed that the Regional Budget is better used for programs that are beneficial to the interests of the community.

"Please use the extraordinarily large operational funds. It's 4 billion per month. Why not set aside a portion to be allocated for TGUPP financing? This is the time for the governor to serve the people of Jakarta to allocate some of his operational funds for TGUPP", he said.

Just as it is known that the TGUPP salary payment from operational allowances was once made by the former Governor of DKI, Basuki Tjahaja Purnama (Ahok). Operational allowances are obtained by the governor from a maximum of 0.15 percent of the original regional income (PAD) which is divided in half with the deputy governor.
