Ombudsman Finds 3 Health Workers' Incentive Maladministration In Akhyar's Era, Bobby Nasution Apologizing

MEDAN - Medan Mayor Bobby Afif Nasution visited the Ombudsman representative of North Sumatra. After the meeting, Bobby apologized to the health workers.

Bobby Nasution's apology was conveyed in response to the late payment of incentives for health workers at the Pirngadi Regional Hospital and Public Health Center (Puskesmas) in Medan that occurred before he took office.

"To health workers throughout the city of Medan, as the Mayor of Medan representing Medan City Government, Medan Health Office, I apologize for the delay in health care incentives that occurred from May to September," he said at the submission of the North Sumatra Ombudsman Final Inspection Result Report (LAHP), Monday, March 15th.

Bobby Nasution confirmed that he would immediately pay off all salaries for health workers.

"As a mayor, I have explained that in no more than a week after being appointed as mayor, I have signed a Mayor Regulation describing the budget for health workers incentives to be paid," he said.

However, during the incentive payment process, Bobby discovered maladministration at the Health Office. He found that there was a discrepancy between the data on the names of health workers and the account numbers that would be transferred to the incentive funds.

As a result, some of the money that had been sent had to be withdrawn so as not to cause confusion.

Therefore, Bobby Nasution asked related parties to immediately re-collect data so that the problem could be resolved immediately.

"I ask for re-data collection, until today, we can make payments. Hopefully, today until September we can do it. Our target today is completed," he explained.

Meanwhile, the Head of the Ombudsman Representative of North Sumatra, Abyadi Siregar said, from the findings his party had, the Medan City Government had carried out 3 maladministrations.

"Our findings are that there are 3 administrative malls in this case. First, the delays drag on, because the incentives for health workers have not been paid until the end of 2020," said Abyadi.

Second, continued Abyadi, the Medan City Government did incompetent maladministration. This is because there is a budget allocation, but it is not distributed to health workers.

According to the Ombudsman, the Medan Health Office is a procedural deviation in the context of tax collection of health workers.

"This is not justified based on Government Regulation number 29/2020, these are our findings," he continued.

Therefore, the Ombudsman suggested that Medan City Government immediately pay the incentive funds to health workers. The Ombudsman asked Bobby Nasution to issue a Mayor Regulation as the basis for payment to health workers.

"The three coordinate with the North Sumatra DGT Regional Office regarding the tax cut. This is an important point from the results of this Final Report of Handling Result (LAHP)," said Abyadi.
