JAKARTA - The Ministry of Home Affairs will issue an Instruction from the Minister of Home Affairs (Inmendagri) regarding technical rules for the implementation of the Java-Bali Community Activity Restrictions (PPKM) which will be enforced for three weeks, from July 3 to July 20. This rule is accompanied by sanctions.
"We will put it in the form of a regulation agreed upon by the Coordinating Minister and other ministers, namely the Minister of Home Affairs' instruction to use the Regional Government Act 23 of 2014. There, he gives instructions to the regions and there are sanctions", said Minister of Home Affairs (Mendagri), M Tito Karnavian in a virtual press conference regarding the implementation of Emergency PPKM, Thursday, July 1.
Currently, Tito continued, the Ministry of Home Affairs is finalizing the Inmendagri which will then be approved by the Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan as the Coordinator of the Java-Bali Emergency PPKM Implementation.
"This is finalization, we will convey it to the Coordinating Minister (Luhut, ed). If there is a correction, we will fix it. God willing, today when it is finished we will share it with all regional heads", he explained.
Regarding this Inmendagri, Tito appealed to all regional heads to build synergies with various elements of society, including the Regional leadership coordination forum (Forkopimda) in the realization of Emergency PPKM. He asked governors in six provinces and 122 regents/mayors to synergize with the National Armed Forces (TNI-Polri) in the context of supervising the implementation of this policy.
"The important thing is synergy. This controls a large number of people in Java-Bali. This is not an easy job. Build cohesiveness with Forkopimda and community leaders", said the former National Police Chief.
Later, said Tito, monitoring of the implementation of Emergency PPKM will be carried out every three days, including one that will be more stringent towards the end of this period. Because he said, at the end of the period there will be an important momentum, namely Eid al-Adha, which also has a vulnerability.
"So there will be a special meeting later. I think at the end it will be specifically anticipating Eid al-Adha. Please help the media to really narrate so that the public is confident that this must be done in 3 weeks", he hoped.

Tito also appealed to the public not to panic about the implementation of this Emergency PPKM. The reason is, in the implementation of working from home (WFH) there is still food readiness, because the food-beverage sector, industrial sector, logistics, and transportation continue to run 100 percent with the implementation of strict protocols.
"Then supermarkets, traditional markets, supermarkets will continue to operate but hours are limited to 20.00 p.m., the capacity is 50 percent. I think it is possible that people don't need to flock. Pharmacies are also open, so don't worry", said Tito.
"Then, food stalls, cafes are still open but only accept delivery or takeaway, do not accept dine-in", said the Minister of Home Affairs.
