Luhut said that the threat of sanctions refers to Article 68 paragraph (1) and paragraph (2) of Law Number 23 of 2014 concerning Regional Government.

Article 68 Paragraph (1) states that regional heads and/or deputy regional heads who do not implement national strategic programs are subject to administrative sanctions in the form of a written warning by the Minister for governors and/or deputy governors and by governors as representatives of the Central Government for regents and/or deputy regents or mayors and/or deputy mayors.

Meanwhile, Article 68 Paragraph (2) states that if the written warning as referred to in paragraph (1) has been delivered 2 (two) times in a row and is still not implemented, the regional head and/or deputy regional head are suspended for 3 months.
