JAKARTA - The Intelligence and Security Agency (Baintelkam) of the National Police explained that not all areas in Papua were terrorized by the Armed Criminal Group (KKB).

In the seminar, said Argo, the main ideas about Papua and all kinds of dynamics from the police side were presented.

"Papua Province has a fairly wide area, unique characteristics, and has abundant natural wealth. However, the Human Development Index (HDI) of Papua Province is the lowest in Indonesia", said Argo, repeating the explanation from the National Police Headquarters.

On the other hand, continued Argo, since 1963 when Papua returned to the motherland, the process of internalizing the values of Pancasila has not been completed, plus there has been an accumulation of disappointment among the Papuan people over the development gaps that occur, both in the economic, welfare and education fields.

In the seminar, said Argo, the National Police's Baintelkam explained four crucial aspects as the roots of various law enforcement problems in Papua, namely the political aspects of colonialism, economic and welfare aspects, socio-cultural and ideological aspects, and nationalism.

Then, said Argo, one of the specifications for the threat of vulnerability that distinguishes Papua Province from other provinces in Indonesia is the disturbance of public order and security caused by the KKB activities.

For this reason, continued Argo, the National Police invites student and youth elements to become 'pioneers of problem-solving' in solving various problems in the surrounding environment, including 'pioneers of nationalism' to erode ideologies that are contrary to Pancasila and pioneers of revival, and independence of Papuan welfare.

"Students must be pioneers in maintaining the unity and integrity of Indonesia, from Sabang to Merauke", said Argo.
