JAKARTA - The Indonesian Child Protection Commission (KPAI) recommends that regions, both provinces and districts/cities with a COVID-19 positivity rate above 5 percent, do not apply face-to-face learning in schools.

This is because the World Health Organization has determined that the COVID-19 area is under control if the positivity rate or positive results from the number of specimens examined is below 5 percent.

"The president has clearly emphasized that the condition of the area is constrained or the positivity rate is low. KPAI advises schools not to open in areas where the positivity rate is above 5 percent", KPAI Commissioner for Education Retno Listyarti told VOI, Thursday, June 10.

Meanwhile, in areas with a positivity rate below 5 percent, KPAI encourages face-to-face schools to be opened with strict health protocols by Jokowi's directions.

Jokowi instructed face-to-face learning to be carried out in a limited manner, namely one class was only filled with 25 percent of the total number of students. Then, a maximum of 2 hours of learning and 1 week only 2 meetings.

Because, according to Retno, children's right to life is number one, the right to health is number two, and the right to education is number three.

"If the child is still healthy and alive, then the subject matter can still be caught up. If the child has been educated and continues to get sick and die, it's in vain", said Retno.

Furthermore, Retno said that KPAI found that there was still 20.46 percent of schools that were not ready to hold face-to-face learning (PTM) in July.

This is based on the results of KPAI's supervision of 42 schools in 12 districts/cities, 7 provinces. The supervision period is carried out as long as not January to June 2021.

The seven provinces are DKI Jakarta, West Java, Central Java, East Java, Riau Islands, and West Kalimantan and Banten.

The 12 regencies/cities referred to are Batam City, Ketapang Regency, Pangandaran, Pandeglang, Serang City, West Jakarta, South Jakarta, Central Jakarta, Cimahi City, Bandung City, Wonosobo Regency, and Mojokerto Regency.

"The results show that PTM is ready to reach 79.54 percent, and only 20.46 percent are not ready", said Retno.
