ICW Coordinator Agus Sunaryanto: Low LHKPN Can Worsen Prabowo's Government Image

JAKARTA - Indonesian Corruption Watch (ICW) Coordinator, Agus Sunaryanto highlighted the low number of State Administrators Wealth Reports (LHKPN) in the Red and White Cabinet. According to Agus, this condition can reduce the level of public trust in President Prabowo Subianto.

"If from this alone Pak Prabowo does not immediately take firm steps against these ministers, later public trust in Pak Prabowo will decrease," said Agus Sunaryanto while talking to Eddy Wijaya on the EdShare On podcast which aired on Wednesday, January 1, 2025.

The Corruption Eradication Commission (KPK) recently announced the level of compliance with state officials to report its LHKPN in 2024. It was revealed that of the 124 officials in the Red and White Cabinet, 72 officials had not reported their LHKPN. Of the 72 officials, 16 officials were ministers and heads of ministerial-level institutions. Meanwhile, 26 other officials are deputy ministers and deputy heads of ministerial-level institutions.

Apart from not reporting yet, Agus said ICW found state officials filling the LHKPN carelessly. For example, including the car price of a Toyota Fortuner class of Rp. 6 million, even though the car is classified as a luxury item with a price of more than Rp. 500 million. If the superior (minister and deputy minister) does not comply or does a lot of engineering to the LHKP report. I think it will make the image of Prabowo's government bad. So if you want to clean it, it must start from the basis first, namely fixing the LHKPN reporting," he said.

According to Agus, LHKPN is one of the instruments for preventing corruption (Tipikor). Therefore, Prabowo must show his commitment to eradicating corruption by requiring all his officials to report LHKPN. The reporting must also be prepared properly and correctly without engineering.

"Mr. Prabowo must comply with this LHKPN regulation. For example, it is a consideration whether the minister or deputy minister is reshuffled or not (if they do not report or report their LHKPN carelessly)", he said. "People who do not report LHKPN are tantamount to betray public trust, including the president. The mandate of office alone has dared to be betrayed, let alone the mandate of the people," he added.

Agus: KPK Chairman Must Resign From Police

To Eddy Wijaya, Agus Sunaryanto said ICW recommended that the KPK leadership from among Law Enforcement Officials (APH) submit a pension from their original agency. He is worried that their attachment to the original agency will cause conflicts of interest and not be objective in investigating corruption cases.

"The KPK was formed to eradicate corruption among state officials and law enforcement. So if later the leadership is from law enforcement, I'm afraid that coy ( FEEL awkward/hamiliar to take action) will appear," said Agus.

He gave an example of the Chairman of the KPK, Setyo Budi, who is an active general in the Police. He is worried that Setyo will not dare to investigate corruption involving his senior at the Bhayangkara institution. What if later he wants to investigate reports of corruption cases involving higher-star generals. Is it possible or not?' Agus said.

The leadership of the KPK for the period 2024-2029 has drawn a polemic because it is dominated by the APH, apart from Setyo from the police, Johanis Tanak and Fitroh Rochahyanto from the Attorney General's Office, and Ibnu Basuki Widodo who is a judge at the Manado High Court. This condition is different from the previous KPK leadership who accommodated civil society.

Agus said that the KPK already has experience with its chairman being led by the active police, namely Firli Bahuri. Instead of revealing corruption, Firli, who has the rank of Commissioner General, has become a suspect in the extortion of former Minister of Agriculture Syahrul Yasin Limpo. "So, we hope they quit their active positions in other institutions," Agus emphasized.

Agus added that Indonesia has slumped to the 7th rank of 11 countries in Southeast Asia in terms of the Corruption Perception Index (IPK) since 2022 due to the weak eradication of corruption in the previous KPK leadership. He hopes that the new KPK leadership can improve this condition so that the GPA will improve again. "KPK was born because the Police and the Attorney General's Office or law enforcement institutions are stagnant and unable to accelerate in eradicating corruption. But now the KPK leadership itself comes from the APH," he said.
