JAKARTA - Ukrainian President Volodymyr Zelensky said the attack on Russia's Kursk territory was the first part of Kyiv's victory plan, which he would convey to United States President Joe Biden in September.
At a news conference in Kyiv Tuesday President Zelensky said he plans to attend the United Nations General Assembly in September, where he will meet President Biden.
"The success of this plan depends on it. Whether they will give what we have in this plan or not. Whether we will be free to use what we have in this plan or not," he said.
He further said the plan would be submitted to Vice President Kamala Harris and former President Donald Trump.
"Because we don't know who will become US President and we want to implement this plan," he explained.
Although details have not yet been provided, President Zelensky said the four-stage plan began with a cross-border attack on Kursk, which he said was "already done."
"The second direction is Ukraine's strategic position in the world security infrastructure," he said.
"The third direction is a strong package to force Russia to end the war in a diplomatic way, and the fourth direction is the economy," he continued.
"Kursk's area is part of our plan. Our winning plan. It may sound ambitious for some people, but this is a very important plan for us," President Zelensky said.
However, he did not provide further information, saying "cannot say everything."
It is known that the Ukrainian sudden attack on Kursk on August 6 made it difficult for Russia to strengthen its own territory. Meanwhile, Kyiv appears to have many goals with the attack, ranging from boosting morale after several difficult months that drain Russia's resources.

Ukrainian Military Commander General Oleksander Syrskyi said one of Kursk's targets was to divert Russian troops from other Ukrainian cities, especially Pokrovsk and Kurrakhovo.
"Of course, the enemy understands this, so they continue to focus their main efforts towards Pokrovsk, where their most capable units are concentrated," General Syrskyi said on Tuesday in response to CNN's questions.
Speaking at the head of state agency forum in Kyiv, General Syrskyi claimed around 30,000 Russian troops had been deployed back to Kursk, adding "the number continues to grow."
