Russian Human Rights Commissioner Says Torture Of Prisoners Is Unacceptable, Referring To The Condition Of The Moscow Terror Suspect?

JAKARTA - Russia's Human Rights Commissioner (HAM) said the use of torture against detainees was unacceptable, Russia's state news agency TASS reported on Tuesday.

He spoke after a publication of a video showing interrogation of the suspect in last week's attack on the Crocus City concert building near Moscow, which killed at least 139 people and claimed by ISIS.

One of the suspects was a gunman whose ears were partially cut off during interrogation, and the four were seen suffering injuries when they were present at a Moscow court on Sunday. The Kremlin declined to comment on Monday when asked if they had been tortured during interrogation.

"Despite the fact that the detention of criminals can be highly critical, and criminal law stipulates that the actions taken during the arrest that caused the loss do not require accountability, the use of torture against prisoners and defendants is completely unacceptable," said Russian Human Rights Commissioner Tatyana Moskalkova. He added that all procedural and operational actions must be carried out according to the law.

Meanwhile, the Russian Constitution prohibits torture, with Russia also part of the UN Convention Against Torture.

As previously reported, a number of gunmen stormed into a concert venue at the Crocus City Hall near Moscow on Friday, killing at least 137 people and injuring 182 others, the worst death toll in Russia since the Beijing school siege in 2004.

Russian authorities detained four people after the incident, at least one Tajikistan citizen, who they said was directly carrying out the attack. Meanwhile, the Islamic State militant group claimed responsibility for the attack.
