Public Prosecutor Calls Former Walkot Bima Holding 15 Physical Projects At PUPR Involving Umi Eli's Wife And Brother-in-law

The public prosecutor from the Corruption Eradication Commission revealed the role of the Mayor of Bima for the 2018-2023 period Muhammad Lutfi in the alleged case of gratification of a number of goods and services procurement projects sourced from regional revenue and expenditure budgets. "The defendant in the position of Mayor of Bima has enriched himself and others by receiving gratuities worth Rp1.95 billion in a number of implementations of the procurement of goods and services project at the Bima City Government," said Andi representing the public prosecutor from the KPK when reading Muhammad Lutfi's indictment before the Corruption Court Judge at the Mataram District Court, West Nusa Tenggara, Antara, Monday, January 22. Most of the unlawful acts were found in the implementation of the ongoing project at the PUPR Office of Bima City. For 2019 alone, there were 15 physical projects at the Bima City PUPR Service which were under the control of the defendant. "If totaled, the value of the 2019 project is IDR 32 billion," said the prosecutor. The prosecutor also said that most of the projects under the control of the defendant also involved Ellia alias Umi Eli, who is the wife of the defendant and the defendant's sister-in-law named Muhammad Maqdis. Both of them often appear in the description of Muhammad Lutfi's indictment as the party carrying out the defendant's order to arrange the project victory. In addition to the involvement of the family, it was also revealed the roles of a number of government officials named Agus Salim, Farhat, and Muhammad Amin. It was also revealed that there was a project worth billions of rupiah to the success team that won the defendant in the 2018 Bima City Regional Head Election contestation. For the receipt in the form of Rp1.95 billion and goods in the form of four-wheeled vehicles, the prosecutor also said that the defendant never reported this in the State Administrators Wealth Report (LHKPN) to the KPK. "There is no legal basis for this acceptance," added the prosecutor. With this description, the prosecutor stated that the defendant's actions had fulfilled the criminal element because they were related to positions and were contrary to the government's commitment to eradicating corruption. Therefore, the prosecutor in the indictment stated that he had found malicious conspiracy in a number of goods and services procurement activities at the Bima City Government during Muhammad Lutfi's tenure as Mayor of Bima.

The prosecutor in his indictment determined that the defendant's actions had violated Article 12 letter i and/or Article 12B in conjunction with Article 15 jo. Article 18 of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 in conjunction with Article 55 paragraph (1) 1st of the Criminal Code in conjunction with Article 65 paragraph (1) of the Criminal Code.
