JAKARTA - The Ministry of Communication and Information is collaborating with the Corruption Eradication Commission to increase the effectiveness in handling complaints of criminal acts of corruption.

"This Cooperation Agreement aims to build and improve the effectiveness and efficiency of integrated complaint handling in a professional, transparent and accountable manner," said Inspector General of Communications and Informatics, Doddy Setiadi, during the signing of the Whistleblowing System (WBS) Application Integration Cooperation Agreement between the Ministry of Communications and Informatics and KPK, quoted from a press release, Monday, May 30.

The implementation of integrated complaint handling prioritizes confidentiality so that the handling of corruption acts remains optimal.

"This is the basis for Kominfo and the KPK to integrate the WBS application between the two institutions. Of course, by prioritizing confidentiality in order to optimize the eradication of corruption within the Ministry of Communications and Informatics," said Doddy.

The cooperation agreement regulates the preparation and/or strengthening of internal rules related to the handling of complaints; commitment to handling complaints; handling complaints through applications; coordination and joint activities in handling complaints, and exchange of data and/or information related to the handling of complaints.

The cooperation between the two institutions is valid for five years after being signed. They can extend this collaboration as agreed.

This collaboration is part of the bureaucratic reform of the Ministry of Communication and Information, especially in the area of strengthening supervision and also as a follow-up to the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 22 of 2021 concerning Improving the Integrity of the State Civil Apparatus on September 9, 2021.

"There is a mandate for every ministry that already has a WBS application to integrate it with the KPK Corruption WBS application," said Doddy.

The application of WBS Kominfo application is in accordance with the Menkominfo Guidelines Number 6 of 2016 concerning Guidelines for Managing Public Complaints and Handling Violation Reports (Whistleblowing System) which facilitates complaints from inside/internal Kemkominfo through a website-based application (wbs.kominfo.go.id).

The application, which is integrated with the KPK, is expected to be more effective in handling complaints of criminal acts of corruption, both from within the Kominfo and from outside.

In the same broadcast, the Deputy for Information and Data of the KPK, Mochamad Hadiyana, appreciated the Ministry of Communications and Informatics for initiating the signing of the PKS. Corruption eradication, both through prevention and criminal action, cannot be carried out by the KPK alone, Hadiyana said.

"KPK requires the participation of all elements of the nation. This includes participation or participation from central and regional government agencies, in provinces, regencies, and cities as well as the Indonesian people in general," Hadiyana said.

The anti-corruption agency has since 2020 explored the integration of the KPK WBS with those in various agencies for the sake of processing efficiency and handling complaints.

According to Hadiyana, reports through correspondence will take longer, so they are trying to integrate the WBS system. Currently, there are 18 ministries collaborating with the KPK, two non-ministerial institutions, seven provincial governments, 29 State-Owned Enterprises and two Regional-Owned Enterprises.
