JAKARTA - The Legislation Body (Baleg) of the DPR RI proposes that mining management can be carried out by Micro, Small and Medium Enterprises (MSMEs) and universities.

This follows the Revision of Law Number 4 of 2009 concerning Mineral and Coal Mining (Minerba). In its amendments, there were 14 articles that were revised.

Just so you know, the meeting discussed changes to articles divided into 2 groups, namely changes due to the Constitutional Court Decision (MK) articles 17A, 22A, 31A, 169A, and 172B. Then the changes according to legal needs, are articles 51, 51A, 51B, 75, 104C, 141B, 173A, 173D, and 174.

"The Baleg leadership has assigned a team of experts to formulate the Fourth Amendment Bill on Law Number 4 of 2009 concerning Mineral and Coal Mining," Bob said at the opening of the Plenary Meeting of the Minerba Bill, Monday, January 20.

Bob Hasan said, there are 4 core changes that will be adjusted, namely the acceleration of downstreaming, the management of the animal organization that can be carried out by the Religious Community Organization (Ormas), Higher Education, and MSMEs.

"The most important thing is downstreaming, there is no other word that must be accelerated because there must be a faster goal of achieving self-sufficiency in downstream energy. The second is as we have often listened to the need for priority invitations for religious organizations to manage mining. The third is the same with universities, and the fourth is of course MSMEs," explained Bob.

In his presentation, Bob also conveyed several other priority points, namely the Mining Business License (IUP) which covers an area of under 2,500 hectares (ha) prioritized for MSMEs.

In addition, there are also adjustments for problematic IUPs or overlapping with other IUPs to be returned to the state.

Meanwhile, related to Non-Tax State Revenue (PNBP) in the mineral and coal sector, the Minister of Energy and Mineral Resources can manage.

"So there is a need to accelerate the addition of downstream so that there is one authority of the Indonesian nation for its natural resources. Once again, it is not a new problem now, but today we must immediately make it possible for the benefit of the people to really be implemented," said Bob.
