JAKARTA - The B Commission of the DKI Jakarta DPRD highlighted PAM Jaya's steps to reduce nonrevenue water (NRW) or water loss, including a market sounding plan for a pipeline rejuvenation project worth around Rp. 22.8 trillion.
This was highlighted in the direct review of the DKI Jakarta DPRD to the PAM Jaya reservoir in Pondok Kopi, East Jakarta, and Cilincing, North Jakarta.
The working visit was led by the Chairman of Commission B of the DKI Jakarta DPRD, Nova Harivan Paloh, along with a number of members of Commission B. The review was carried out as a follow-up to the previous working meeting which discussed efforts to reduce NRW in Jakarta.
Nova said the visit provided an overview that the NRW problem is not only related to pipe leaks, but also includes administrative and commercial aspects.
"The review conducted was a follow-up to our working meeting with PAM Jaya which discussed the issue of nonrevenue water (NRW). The President Director explained that NRW is not only about pipe leakage as the community has understood so far," Nova said in a statement, Wednesday, July 29.
In the field presentation, PAM Jaya explained that NRW is divided into three categories, namely official non-accountable consumption, commercial losses, and physical losses. These three components are said to be the basis for calculating the level of water loss in Jakarta.
Commission B also highlighted the problem of home connections, which are still considered a major homework. According to Nova, the water that has been produced should be immediately used by the community, not lost in the distribution network.
"Don't let the water just flow or be stored in the pipe network without being connected to people's homes. With the increase in home connections, it is hoped that the NRW figure can be reduced from the three categories explained earlier," he said.
On the other hand, the plan to rejuvenate the pipeline network along about 13,000 kilometers in Jakarta is also a concern. The large project is estimated to require investments of up to tens of trillions of rupiah, so PAM Jaya opened a market sounding option to capture funding schemes.
"I see that the steps prepared by PAM Jaya are quite comprehensive in solving the problem of water leakage. We from Commission B certainly appreciate PAM Jaya's efforts to continue working hard to reduce the NRW rate," said Nova.
Meanwhile, PAM Jaya President Director Arief Nasrudin said the reduction in NRW was a priority program for the company. He referred to the Minister of PUPR Regulation Number 18 of 2007 which divided NRW into three main categories.
Arief revealed that the market sounding was targeted to start in December 2026 as an initial step in exploring investments.
"In the near future we will conduct a market sounding. The target time is around December. However, we must be careful because the investment needs are quite large. We must carefully calculate whether such a large investment will later provide adequate returns through the business to business (B2B) scheme," said Arief.
He emphasized that PAM JAYA's current financial condition is still in a healthy condition, so that every investment plan must be calculated carefully so as not to pose risks in the future.
"Therefore, all calculations must be carried out very carefully so that this program runs well, in accordance with the direction of the Chairman of Commission B and the input from all members of Commission B who today made a visit," he added.
