KPUPR Calls PSN Implementation Must Be Implemented Carefully, This Is The Reason

JAKARTA - The Ministry of Public Works and Public Housing (PUPR) said that the implementation of the National Strategic Project (PSN) must be carried out with the precautionary principle compared to the implementation of other regular packages.

Director General of Highways of the Ministry of PUPR Rachman Arief Dienaputra said the precautionary principle was explicitly stated in Presidential Regulation (Perpres) Number 109 of 2020 concerning the Acceleration of Implementation of National Strategic Projects.

"The implementation of the PSN of the Ministry of PUPR must be carried out with more careful breath if we compare it with the implementation of other regular packages. Why is this so important? There are three reasons," said Rachman in the Risk Management Webinar on the National Strategic Project (PSN) at the Ministry of PUPR online, Tuesday, July 16.

Rachman said the first reason was because PSN was a cross-sectoral activity involving multi-ministerial and institutional ministries. "The infrastructure built by the Ministry of PUPR is the main outcome of the PSN itself, where the achievement of this ultimate outcome is very dependent on other ministries," he said.

He gave an example, in the food estate development program, the Ministry of PUPR supports this program by building a number of dams to access roads to dams.

"However, to be able to achieve an outcome that we hope will still depend on other ministries, especially in this case the Ministry of Agriculture. So, we really depend on other ministries to achieve the ultimate outcome we want," he said.

The second reason is that PSN organizers at the Ministry of PUPR are monitored directly by the Committee for the Acceleration of Priority Infrastructure Provision which was formed directly by President Joko Widodo (Jokowi).

"The target of the ultimate outcome that the President (Jokowi) hopes is that PSN will really benefit the community and in the future this PSN will continue to be implemented," he said.

Therefore, said Rachman, the success of the implementation of PSN is greatly influenced by the ability of the Ministry of PUPR in managing or controlling risks that have the potential to occur in every stage of its implementation. This is as mandated in Presidential Decree Number 39 of 2023 concerning National Development Risk Management.

The last is how the PUPR Ministry organizes PSN better by considering and controlling risks or risk-based.

"The Minister of PUPR (Basuki Hadimuljono) has assigned all of us to really document this PSN activity starting from planning, auction, implementation to ending. We want to make sure that our PSN does it as well as possible, starting from planning to ending," he added.

As for 2016-2023, the Ministry of PUPR was given the mandate to complete a total of 201 PSN. A total of 54 PSN have been completed, there are 31 PSN that have not been continued and as many as 116 PSN are still being worked on to date.

"Since 2016-2023, the Ministry of PUPR has been given the mandate to carry out the construction of 201 PSN, of which 54 projects have been completed and this has certainly been removed from the PSN list. We do not continue the 31 projects because we estimate that we cannot complete them. Because we have all the enthusiasm not to make or leave abandoned projects," said Secretary General of the Ministry of PUPR Mohammad Zainal Fatah at the National Working Meeting for Acceleration and Pre-Evaluation of PSN at the Park Hyatt Hotel, Jakarta, Tuesday, May 14.

"However, we are still given the task of continuing 116 projects in accordance with Permenko Number 8 of 2023 which is the fourth amendment to the previous Permen," he said.
