In Front Of The Judge, The Witness Unloaded The Budget Management Through A Trusted Person, Azis Syamsuddin

JAKARTA - Former Head of Central Lampung Bina Marga, Taufik Rahman, told about the process of managing the Central Lampung Special Allocation Fund for the 2017 Fiscal Year through Aliza Gunado as a confidant of the former Deputy Speaker of the DPR from the Golkar Party faction, Azis Syamsuddin.

"Initially, after submitting the proposal, Darius met me, he is a friend in Central Lampung. He told me that there was someone from Jakarta who could help take care of the additional DAK (Special Allocation Fund) in Central Lampung, his name was Aliza Gunado, I met in April 2017 in Bandar Lampung," said Taufik at the Jakarta Corruption Court (Tipikor), reported by Antara, Monday, November 1.

Taufik became a witness for two defendants, namely former KPK investigator Stepanus Robin Pattuju and advocate Maskur Husain who were charged with receiving a total of Rp11.5 billion from the management of five cases at the KPK.

"Before we met, Darius told Aliza this was Mr. Azis Syamsuddin. Aliza also introduced herself that he was Mr. Azis Syamsuddin," said Taufik.

Taufik, who was dismissed as a civil servant (PNS) in July 2018, said that in April 2017 Central Lampung Regency submitted a proposal for the 2017 Revised Regional Budget DAK to the central government.

"When he met with Aliza, she told him that if Central Lampung wanted to get additional DAK, it had to submit a proposal to the Ministry of Finance, Ministry of Public Works, Bappenas, and DPRD including the DPR's Budget Agency," said Taufik.

Taufik then prepared a proposal as requested by Aliza. He then together with the Head of the Department of Highways went to Jakarta to meet Aliza at the Indonesian Parliament building.

"At that time the proposal was submitted for around Rp300 billion. In the DPR, Aliza had her own room, expert staff from MPR RI member Mr. Muhidin, but she claimed to be a confidant of Mr. Azis, she asked for the proposal," added Taufik.

Taufik gave the same DAK proposal as the proposal he sent to various ministries.

"Then he looked at him, he said the proposal was too big, so he asked to make another proposal with a proposal amount of around Rp130 billion," said Taufik.

After being asked to rewrite the proposal, Taufik then returned to Central Lampung and met with the then Regent of Central Lampung, Mustafa.

"Mr. Mustafa said at that time that he did not know Aliza. Mr. Mustafa knew that Mr. Azis Syamsuddin's person was Edi Sujarwo. I was given his contact, then communicated with Mr. Jarwo by telephone and made an appointment," added Taufik.

The 2017 Central Lampung DAK proposal was finally managed through Edi Sujarwo with a "commitment fee" of around Rp2,085 billion.

In Robin and Maskur's indictment, Azis Syamsuddin and Aliza Gunado are said to have given bribes worth Rp3,099,887,000 and US$36 thousand (around Rp513 million) for a total of around Rp3.613 billion to Stepanus Robin Pattuju to take care of the case in Central Lampung.
