The Directorate General of Oil and Gas of the Ministry of Energy and Mineral Resources (ESDM) compiled a roadmap for the culture of oil and gas safety (oil and gas) as an effort to mitigate the risk of work accidents.Migas Technical and Environment Director General of Oil and Gas of the Ministry of Energy and Mineral Resources, Mirza Mahendra, in his statement in Jakarta, Saturday, May 13, said that the oil and gas industry is a business activity that has high risk of accident, so safety issues must get special attention. "The government is committed to realizing oil and gas safety, among others by continuing to improve knowledge and understanding, as well as working with business entities in cultivating oil and gas safety," he said during the preparation of roadmapbudaya for oil and gas safety, quoted by Antara. In addition, according to him, the government has also compiled regulations, SNI/SKKNI, SMKM audits, inspections or safety checks, as well as compiling roadmapbudaya for oil and gas safety, which is the implementation of the work program of the Technical and Gas Environment Directorate of the Ministry of Energy and Oil and Gas Control Independent Team. Several accidents in oil and gas activities, which led to the fatality of this last few times, show that the safety culture has not yet been well built. Ketua TIPKM Waluyo dalam kesempatan itu menyampaikan dukungan atas upaya pemerintah meningkatkan keselamatan migas."Menjadikan keselamatan migas sebagai budaya merupakan salah satu tantangan dalam kegiatan usaha migas. TIPKM mendukung dan bersinergi dengan pemerintah untuk mewujudkan budaya keselamatan migas," katanya.Tim penyusunroadmapsaat ini telah menyusun kerangka seperti definisi budaya keselamatan migas, klasifikasi tingkat keberhasilan/maturitybudaya keselamatan migas, elemen atau faktor yang mempengaruhi,toolsuntuk mengukur tingkatmaturity, potret kondisi saat ini,timelinepelaksanaan dan pencapaiannya, serta kompetensi penilai tingkatmaturity.Disepakati pula bahwa definisi budaya keselamatan migas adalah penggabungan dari nilai-nilai standar, moral, persepsi, kompetensi, dan norma-norma perilaku yang dapat diterima oleh seluruh individu dalam organisasi, yang menentukan komitmen dan gaya, serta kemampuan dalam mewujudkan keselamatan migas.Sementara, klasifikasi tingkat keberhasilan/maturitybudaya keselamatan migas dibagi dalam lima level yaitu level 1 (emerging), level 2 (managing), level 3 (involving), level 4 (co-operating), dan level 5 (continually improving).Peta jalan diharapkan rampung pada 2023 dan mulai dilaksanakan 2024. Ditargetkan pada 2026 dapat dicapai target 100 persen minimalmaturitylevel 3, pada 2028 ditargetkan 75 persen minimalmaturitylevel 4, dan 75 persen minimalmaturitylevel 5 pada 2030.Keselamatan migas terdiri atas keselamatan lingkungan, keselamatan instalasi, keselamatan pekerja, dan keselamatan umum.Indikator terjaganya budaya keselamatan migas, antara lain tidak adanya pencemaran lingkungan, tidak terjadinya kerusakan instalasi, tidak adanya kecelakaan kerja, dan tidak terjadinya kerugian masyarakat.
