Minister Basuki Sets A Subsidized House Selling Price Limit For 2023-2024, Here Are The Details

JAKARTA - Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono officially set a subsidized house selling price limit for landed houses in 2023-2024.

The regulation is contained in the Decree of the Minister (Kepmen) of PUPR Number 689/KPTS/M/2023 concerning Land Area Limits, Floor Areas, and Limits on Selling Prices of Public Houses in the Implementation of Credit/Housing Financing Facilities for Housing Financing Liquidity, as well as the Subsidy of Housing Advance Assistance (SBUM).

The regulation is an amendment to the rules for limiting the selling price of landed public houses and adjusting the area of SBUM recipients which was originally stated in the Kepmen PUPR Number 995/KPTS/M/2021.

The latest regulations that have been signed by the Minister of PUPR on June 23, 2023, can now officially apply to subsidized house developers in all regions. The Ministerial Decree stated the selling price limits for 2023 and 2024.

In general, the issuance of this rule aims to increase the availability of houses (availability) in an effort to reduce the backlog of home ownership, increase access to finance (accessibility) for MBR, and maintain affordability.

Then, maintain the sustainability of the housing financing program (sustainability), and the efforts of the Ministry of PUPR in supervising the quality of subsidized houses built by housing developers in order to continue to meet the standards of habitable houses.

In the PMK, each subsidized house gets facilities in the form of VAT exemption of 11 percent of the selling price of landed houses or between Rp. 16 million-Rp. 24 million for each housing unit.

The new PMK regulates the maximum selling price limit for landed houses granted VAT exemption to between Rp162 million-Rp234 million in 2023 and between Rp166 million-Rp240 million in 2024 for each zone.

The following is a list of the prices for the newest subsidized houses in 2023-2024 throughout Indonesia:

1. Java (except for Jakarta Bogor, Depok, Tangerang, Bekasi): IDR 162 million for 2023 and IDR 166 million for 2024

2. Sumatra (except Riau, Bangka Belitung, Mentawai Islands): IDR 162 million for 2023 and IDR 166 million for 2024

3. Kalimantan (except for Kab. Murung Raya and Kab. Mahakam Ulu): IDR 177 million for 2023 and IDR 182 million for 2024

4. Sulawesi, Bangka Belitung, Mentawai Islands, and Riau Islands (except for the Anambas Islands): IDR 168 million for 2023 and IDR 173 million for 2024

5. Maluku, North Maluku, Bali and Nusa Tenggara, Jabodetabek (Jakarta, Bogor, Depok, Tangerang, Bekasi) and Anambas Islands, Kab. Murung Raya, Kab. Mahakam Ulu: IDR 181 million for 2023 and IDR 185 million for 2024

6. Papua, West Papua, Central Papua, Papua Mountains, South Papua and Southwest Papua: IDR 234 million for 2023 and IDR 240 million for 2024

The amount of the Housing Mutual Assistance Subsidy (SBUM):

1. Papua, West Papua, Central Papua, Papua Mountains, Southwest Papua and South Papua Provinces amounting to IDR 10 million.

2. Provinces other than Papua, West Papua, Central Papua, Papua Mountains, Southwest Papua, and South Papua amounting to IDR 4 million.
