KPU, Bawaslu And DKPP Agree On PKPU Revision 10/2023 On Women's Representation Requirements
JAKARTA - KPU, Bawaslu, and DKPP have agreed to revise KPU Regulation (PKPU) Number 10 of 2023 concerning the Candidacy of Members of the DPR, Provincial DPRD, and Regency/City DPRD, in particular Article 8 paragraph (2) regarding the calculation of women's representation requirements.
"We have agreed to make a number of changes in PKPU Number 10 of 2023 concerning the Candidacy of DPR Members, Provincial DPRDs, and Regency/City DPRDs, especially those related to the calculation of 30 percent of the number of female DPR and DPRD members in each electoral district (regional election area)," said Chairman of the Indonesian General Election Commission (KPU) Hasyim Asy'ari at a press conference at the KPU office, Jakarta, as reported by ANTARA, Wednesday, May 10.
Hasyim explained that the KPU would amend Article 8 paragraph (2) of the PKPU Number 10 of 2023.
The agreement was taken by the KPU, the Election Supervisory Body (Bawaslu), the Honorary Council of Election Organizers (DKPP) after a tripartite forum meeting or meeting of three parties at the DKPP RI Office, Jakarta, Tuesday night (9/5).
Previously, Article 8 paragraph (2) of PKPU Number 10 of 2023 stipulated that if in the calculation of 30 percent of potential female candidates in each electoral district it resulted in a fraction with two decimal bins behind a coma worth less than 50 (fifty), then the calculated results were collected downwards.
The three election organizers agreed to revise the provisions into an upward rounding if in terms of calculating 30 percent of the potential number of female candidates in each electoral district resulted in a fraction.
Next, the KPU will add Article 94 A paragraphs (1) and (2) in the PKPU.
Paragraph (1) stipulates that political parties (parties) participating in the election, which have submitted a list of candidates before the revision of the KPU regulations, can improve the list of candidates until the deadline for submitting candidates on May 14, 2023.
"Then, paragraph (2) stipulates that in the event that political parties participating in the election cannot improve the list of candidates until the deadline for registration, then improve the list of candidates at the stage of improving the requirements for prospective candidates," he explained.

The tripartite forum between KPU, Bawaslu, and DKPP was held after the Women's Representation Care Community Coalition met with the leadership of Bawaslu at the Bawaslu Office, Jakarta, Monday (8/5), to convey a number of requests related to the provisions of the women's representation requirements.
The civilian coalition, which consists of 23 organizations, asked Bawaslu to issue a recommendation to the KPU to immediately revise PKPU Number 10 of 2023. If the recommendation is not issued within 2x24 hours, the coalition will sue the PKPU to the Supreme Court (MA).
The coalition questioned the provision that the calculation of the quota of 30 percent of women's representation was rounded down, if it was in the form of a fraction with two points behind the coma it did not reach 50, resulting in a decrease in the number of female legislative candidates.
