JAKARTA - Several counties in the US state of Arkansas are seeking to quickly pass emergency legislation that will allow them to control noise and other activity related to crypto mining before the state's new law goes into effect on August 1. This was revealed according to local media reports.

The state's new law rules crypto mining facilities under the same regulations as data centers, creating guidelines for miners and protecting them from discriminatory regulations and taxes.

However, Arkansas citizens barely had time to work on this new legislation, which was submitted, discussed in committees, and approved by legislators within one week, from March 30 to April 7.

It was reported that State Councilor Rick McClure, who is the bill's author, said that "no one is speaking out against this bill in committee or on the floor of the legislature." Some of the crypto mining companies in Arkansas include Green Digital, GMI Computing, United BitEngine, and Cryptic Farms.

Local authorities are implementing more rules to deal with complaints of excessive noise 24 hours a day. “I don't have a problem with crypto mining, but the problem is the noise level, and the lack of concern for our neighbours,” Kris Kendrick, justice of the peace at the Faulkner County Quorum Court, told a meeting in July.

After the law is passed, the Arkansas County Association develops model bylaws that can be used by the county before the law goes into effect. Since June, more than a dozen counties have reportedly passed noise ordinances aimed at data centers.

"We also want to emphasize that this is not just a problem of someone standing on the front porch and not being able to enjoy a cup of tea on the back porch. They can hear this sound 24/7 from their bedroom," Justice of the Peace Maree Coats said in a statement.

While not strictly outlawing county-level regulations, the new law prohibits local governments from discriminating against crypto mining facilities or limiting the decibel level "other than established limits for general noise pollution." Regencies are also prohibited from making zoning changes "with discriminatory intent or effect" against digital mining operations
