Pomdam: Praka RM Et Al 14 Times Extorting And Persecution Of Illegal Drug Traders

JAKARTA - Military Police Investigators from the Jaya Regional Military Command (Pomdam) revealed that three TNI AD soldiers suspected of kidnapping, extortion and maltreatment cases had committed the crime 14 times to several illegal drug dealers under the guise of cosmetic shop guards.

However, so far, only two civilians are known to be victims, namely Imam Masykur who died after being persecuted and H, the survivors who were kidnapped and persecuted with Imam Masykur.

"14 times (RM, Praka HS, and Praka J do so, ed.). That's roughly the method. For others, the mode is roughly the same as (Imam Masykur's case)," said the Commander of Pomdam (Danpomdam) Jaya Colonel Cpm Irsyad Hamdie Bey Anwar at the Pomdam Jaya Headquarters, Jakarta, as reported by ANTARA, Tuesday, September 26.

Praka RM, Praka HS, and Praka J are currently suspects in the kidnapping, extortion and mistreatment of H and Imam Masykur. For victims of Imam Masykur, the Danpomdam said the three soldiers were threatened with being charged with multiple articles, one of which was premeditated murder.

"The plan is for premeditated murder, (article) 340 of the Criminal Code. We will convey other additional articles at the time of delegation," said Danpomdam Jaya.

He estimates that investigators will complete their examination this week so that the case can be transferred to the Military Oditur in the near future. Danpomdam Jaya said that the transfer of the file will take place at the latest next week or around the first week of October 2023.

The perpetrators, namely Praka RM, are known to be members of Paspampres, while Praka HS is a member of the Topographic Directorate of the Indonesian Army and Praka J is a member of the Iskandar Muda Regional Military Command.

Meanwhile, the victim, Masykur, is an immigrant who works as a cosmetic shopkeeper in the Rempoa area, South Tangerang, Banten, who is believed to have sold G (hard drugs) class drugs illegally.

The perpetrators kidnapped Imam Masykur from a cosmetic shop he was guarding around Rempoa, South Tangerang, Banten, on August 12, 2023.

In the action, the perpetrators had provoked the attention of residents around the shop, especially when they forced Imam Masykur into the car. The three soldiers told residents to also claim to be police.

In the vehicle, the perpetrators also abused Imam Masykur while blackmailing the victim. The perpetrators had contacted the victim's family and threatened them if they were not immediately given Rp50 million, Imam Masykur would be killed and his body thrown into the river.

The victim's family had asked the perpetrators for time, but Imam Masykur's life could not be saved. The autopsy results at the RSPAD showed Imam Masykur died due to a hard impact on the neck area resulting in a brain hemorrhage.

Throughout the action, the perpetrator abused Imam Masykur in the car. The three soldiers had stopped at the second shop and kidnapped another cosmetic shopkeeper, with the initials H. The second victim, who survived, was picked up at his shop in the Condet area, Jakarta.

The perpetrators decided to release H after panicking knowing that Imam Masykur had died. Victim H was released by the perpetrators around the Cikeas Toll Road after he was also abused by Praka RM, Praka HS, and Praka J.

From the results of the reconstruction, investigators found out that Imam Masykur died while the car was passing on the Cimanggis Toll Road. The perpetrators then dumped the victim's body in the Jatiluhur Reservoir in Purwakarta until finally his body was found by residents around Karawang.

The cosmetic shops guarded by H and Imam Masykur are known to be a cover for selling class G (hard drugs that require a doctor's prescription) illegally. The three soldiers are believed by investigators to often target illegal drug stores under the guise of cosmetic shops to extort sellers or shopkeepers.

Head of the Information Service of the Indonesian Army (Kadispenad) Brigadier General Hamim Tohari appealed to anyone who had been a victim of Praka RM, Praka HS, and Praka J to report to Pomdam Jaya.

"We actually came from Pomdam yesterday, hoping that if there are other victims who have experienced the same thing, they are welcome to report it," said Kadispenad.
