JAKARTA - Commission II of the Indonesian People's Representative Council (DPR RI) approved the draft General Election Commission Regulation (PKPU) regarding electoral districts for the 2024 election. This concerns rearranging the Indonesian People's Representative Council (DPR RI) electoral districts and the Regional People's Representative Council (DPRD) province.

"The DPR, KPU, Ministry of Home Affairs, Bawaslu and DKPP approved the Draft KPU Regulations concerning electoral districts and seat allocations for members of the DPR, Provincial DPRD and the district/city DPRD in the 2024 elections along with their attachments which are an integral part of PKPU", said Chairman of Commission II of the Indonesian House of Representatives, Ahmad Doli Kurnia, quoted by ANTARA, Monday, February 6.

Doli said that this agreement was to carry out the provisions of Law Number 7 of 2017 and the mandate of the Constitutional Court decision Number 80/PUU-XX/2022".

Previously, the Constitutional Court through decision number 80/PUU-XX/2022 gave the KPU authority to rearrange the electoral districts of the DPR RI and provincial DPRD, from which were originally the DPR's authority through Appendices III and IV of the Election Law.

The Constitutional Court stated that Attachments III and IV were unconstitutional because they were not by the principles of good electoral planning and were contradictory to the provisions for establishing electoral districts.

The Constitutional Court also said that the rearrangement of the electoral districts would be carried out for the 2024 and subsequent elections through KPU Regulations.

The Constitutional Court considered that the arrangement of the electoral districts would last until 9 February 2023, so the KPU was considered to have still time to rearrange the electoral districts.

Responding to the Constitutional Court's decision, the General Election Commission of the Republic of Indonesia (KPU RI) also had time to involve a team of experts to conduct a better design simulation for the electoral districts of the DPR RI and Provincial DPRD in 2024.

When giving information to journalists, KPU RI Chairman Hasyim Asy'ari explained that there had been an increase in the number of electoral districts for the DPR RI, namely from 80 electoral districts in Law Number 7 of 2017, to 84 electoral districts based on Government Regulation in Lieu of Law Number 1 of 2022.

"So in Law Number 7/2017 for the DPR RI, there are 80 electoral districts, with 575 seats in the DPR RI. Then, based on Government Regulation in Lieu of Law No. 1/2022, there will be an additional new autonomous region, adding more electoral districts, and four electoral districts for the DPR RI. Previously 80 became 84, then the seats became 580 from the original 575," said Hasyim.

Meanwhile, for the provincial DPRD, the electoral districts originally numbered 272 and the seat allocation was 2,207, which increased to 301 electoral districts and 2,376 seats.

"Because there are provincial DPRDs in some of the new provinces, 301 electoral districts, seats for provincial DPRDs total 2,376 throughout Indonesia, so there has been an increase from 2,207 to 2,376," he said.
