YOGYAKARTA - In organizing the General Election (Pemilu) a number of agencies are involved to ensure it's running smoothly, one of which is the Voter Data Updating Officer or Pantarlih. Then what is Pantarlih?

Getting to Know What Pantarlih is

In the 2019 Pantarlih Election workbook uploaded on the KPU's official website, Pantarlih is considered the spearhead of the KPU regarding updating and registering voters. The committee that is part of the body directly helps the community to obtain the constitutional rights of citizens to elect their leaders.

In general, Pantarlih is an officer whose job is to take care of the registration and updating of voter data, in this case, the community. Pantarlih officers are formed by the voting committee (PPS) whose position is in the Voting Place (TPS) environment. While the appointment of Pantarlih was carried out by the Voting Committee (PPS).

Pantarlih officers can be taken from sub-district/village officials, neighborhood associations (RW), neighborhood associations (RT), and/or local community members. Pantarlih registration is carried out openly without prejudice to the competence, capacity, integrity, and independence of prospective officers.

Duties and Obligations of Pantarlih

• Assisting Regency/Municipal KPIJ, PPK, and PPS in compiling voter lists and updating voter data;
• Carry out voter data matching and research;
• Provide proof of registration to Voters;
• Delivering results of matching and research to PPS; and
• Carry out other tasks assigned by KPU, Provincial KPU, Regency/Municipal KPU, PPK, and PPS in accordance with statutory provisions.

In general, Pantarlih's obligation is to help smooth voting. In particular, the obligations of the Pantarlih committee are as follows.

• Coordinate in assisting PPS in preparing updated voter lists;
• Compile and submit reports on the implementation of matching and research (coklit) to PPS.

Pantarlih Work Overview

Pantarlih will oversee the election from start to finish. Even if needed, Pantarlih will work before the election schedule is held. The following is an overview of Pantarlih's work.

1. Participating in BIMTEK;
2. Making a Pantarlih Work Plan;
3. Get a working device;
4. Checking working devices;
5. Coordination with RT/RW/other names;
6. Visit voters from house to house;
7. Check voter data if it matches in the Model A-KPU description column;
8. Correct voter data if it does not match (Model A-KPU);
9. Cross out voter data that does not meet the requirements (Model A-KPU);
10. Record voters who have not been registered (Model A.A-KPU);
11. Provide proof of registration (Model A.A.1-KPU);
12. Fill in and paste the Model A.A.2-KPU per household sticker on the front of the house;
13. Coordination once every 7 days to PPS;
14. Rechecking the A-KPU and A.A-KPU and A.A.1-KPU forms;
15. Final coordination with RT/RW/other names;
16. If the RT/RW/other designations make data corrections, then do a double check;
17. Fill out form A.A.3-KPU;
18. Submit work results to PPS Request PPS signature in Workbook.

Requirements to Become a Member of Pantarlih

In general, candidates for Pantarlih members must meet several criteria, namely as follows, citing kpu.banjarmasinkota.go.id.

1. Domicile in each work area is proven by a KTP or domicile certificate;
2. Not a member of a political party or a candidate pair's campaign team;
3. Able to work with RT/RW/or other names;
4. Not a member of the police or TNI;
5. Diligent, thorough, and handwriting can be read by other officers;
6. Minimum age 17 years;
7. Willing to become a member of KPPS;
8. Willing to hold coklit according to the provisions;
9. Sign a statement of readiness to become Pantarlih;
