JAKARTA - It has been revealed that there are a number of residents who have administrative documents on the population of DKI Jakarta, which are supposed to be residents of buffer zones, such as Tangerang, Depok, and Bekasi.

This was stated by the Head of the DKI Jakarta Department of Human Settlements, Spatial Planning and Land, Heru Hermawanto.

Heru said this fact was discovered along with the preparation of a clause regarding the determination of the boundaries of the Jakarta area with the surrounding area in the Governor's Regulation (Pergub) Number 31 of 2022 concerning the Detailed Spatial Planning (RDTR) of the DKI Jakarta Provincial Planning Area.

The determination of the area in this Pergub RDTR refers to three Minister of Home Affairs regulations issued since 2015.

Heru said that many community land certificates recognized by the DKI Provincial Government as being included in the Jakarta area were actually located in buffer zones. There is also the opposite condition.

"The Pergub RDTR which refers to the regulation of the Minister of Home Affairs regarding territorial boundaries has changed a lot. We admit that there are land certificates that we admit, entered in Jakarta, it turns out that the Minister of Home Affairs stated that they belonged to Tangerang, Depok, Bekasi. There was also the opposite," said Heru to reporters, Thursday, November 3rd.

"It could be, all this time you have felt like a resident of DKI, then you were told to become a resident of Tangerang because later the population administration will change," continued Heru giving an example.

The determination of the territory in the Regulation of the Minister of Home Affairs referred to by Heru has been issued since 2015. However, why is the discrepancy in the facts on the ground different from the regulations?

Heru replied, previously no one was aware of this problem. Finally, the National Land Agency saw that there was a discrepancy in the tax payments of these residents.

"The moment it was caught (tax management). As soon as BPN took care of the tax, it was confusing because DKI had collected taxes all this time, and suddenly it was the Tangerang area, or vice versa," said Heru.

As a result of this condition, Heru said that the Tangerang government had requested a refund of tax payments from taxpayers that had been claimed by DKI in areas that should belong to Tangerang and vice versa.

However, the DKI Provincial Government feels that this cannot be done. Therefore, Heru said that his party would ask the Ministry of Home Affairs to facilitate Jakarta and its buffer zones to make a new agreement.

"Later, we will ask for facilitation from the Ministry of Home Affairs. At the very least, the decision (returning the area and tax management) will be after this. It's not possible to ask neighbors for taxes that have already been paid," added Heru.
