77th Anniversary Of The National Police: Between Jargon Precision And Messages Of President Jokowi
JAKARTA Birthday (HUT) 77th Bhayangkara or the National Police Anniversary is celebrated on July 1, 2023 at the GBK Senayan Stadium. The commemoration of the National Police's Anniversary is taken from the momentum of Presidential Regulation Number 11 of 1946 concerning Police Djawatan.
This year's theme is, Polri Precision for the Country: Peaceful Election Towards Golden Indonesia. Precision is an acronym for predictive, responsiveness, and transparency to justice.
This slogan was carried during the leadership of the National Police Chief General Listyo Sigit Prabowo. Previously during the leadership period of General Tito Karnavian (2016-2019) to General Idham Azis (2019-2021), the National Police carried a jargon promoter which was an abreviation of Professional, Modern, and trusted.
The Precision concept is expected not only to be jargon, but can really be applied in every task of the Police. A predictive approach, responsibility, fair transparency is emphasized so that Polri members are able to carry out their duties appropriately, responsively, humanely, transparently, responsibly, and fairly.
It is a very tough challenge for the National Police to fully implement the Precision jargon. The case of murder and drug trafficking involving two high-ranking police officers recently became an example that the police institution of the Republic of Indonesia could not be said to be Precision.
"We know a lot of trials of challenges. Precision is very tested with the cases of Ferdy Sambo and Teddy Minahasa, and other cases. But at the same time success at several events such as the G20 Summit and the most interesting thing is COVID-19," said Secretary General of the Prosperous Justice Party (PKS), Aboe Bakar Al-Habsyi.
"The DPR hopes that the National Police will prioritize human values in dealing with legal cases of the small people who really need protection from law enforcers. The public hopes that the Police can work openly, full of justice, and swiftly for all law enforcement without waiting for a viral incident first," said the chairman of the DPR who is a PDIP politician, Puan Maharani.
President Jokowi in his speech at the 76th National Police Anniversary also reminded Bhayangkara Negara not only to have jargon, but must really be able to practice it seriously.
"Every time members of the National Police come into contact with the people to protect the community and serve the community. But at the same time the Police are also monitored by the people, be careful," said President Jokowi in his remarks.
"Now everything can be recorded, it can be spread, the slightest movement of the Police cannot be covered up anymore, so trust in the Police will always be tested. How high is the level of people's trust, how much people's satisfaction is, it is important," the President continued.
One thing that implies expectations for the performance of the National Police is increasing public confidence. From the results of the survey, the level of public trust in the National Police increased, from below 60 percent last year to 70 percent this year. The level of public trust in the National Police can be different and is influenced by various factors. Perceptions and trust in police institutions can be influenced by individual experiences with members of the National Police, mass media, Polri's performance in law enforcement, and various other social, political, and cultural factors.
It is important to remember that views and trust in the Police can vary between individuals and groups of people. Some have positive experiences with the Police and have high confidence in the institution, while others may have negative experiences or have skeptical views.

To increase the level of public trust in the Police, it is important for police institutions to continue to improve transparency, accountability, and quality of public services provided. Collaboration and active participation with the community are also important in building mutual trust in the relationship between the Police and the people they serve.
President Jokowi also reminded again about the importance of public trust in the Police.
"Don't misuse anything. Don't use perceptions just sharply downwards but bluntly upwards. People need a sense of security that people need a sense of justice for the community, "said President Jokowi. "I ask the Police not to ignore this. The Police must be able to provide certainty that the protection of the Police must be able to provide legal certainty, the Police must be able to provide certainty for the community and entrepreneurs," said President Jokowi again in his remarks.
