Regarding the actual ASN test cheating, said Bima Haria Wibisana, he was the saddest and hurt person. The problem is that the CAT (Computer Assisted Test) system was used in the test, he compiled and built it. Through this system, the registration and selection of CPNS candidates will take part in all series of online activities. However, it turns out that this system was breached in a way that is not commendable. “Actually, I am the most disturbed by this case. Because I created this system. How rude of those people. This is my baby. The person who is the angriest is actually me in this case," he said.
Before using the CAT system, the test and acceptance of CPNS were done manually. In its development, the use of semi-online to full-online systems is applied. In each period, manual, semi-online, and online tests there are always those who try unscrupulous methods. Including the last one by way of remote access that happened in Buol, Central Sulawesi some time ago.
Remote Access is a device installed on a CPNS PC (personal computer) that can be accessed by outsiders. The one who installed it was the head of the Buol Regency BKPSDM, which is now temporarily disabled during the process of this case. Head of BKN Dr. Ir. Bima Haria Wibisana, MSIS., is very angry and wants those involved in this case to be dealt with firmly.
Another issue that has attracted attention is the process of the national insight test (TWK) that occurred among employees of the Corruption Eradication Commission (KPK). After undergoing the test, more than 50 people were declared not to have passed the TWK. For KPK employees who do not pass the TWK, this is considered an effort to get rid of those who do not agree with the government. That's why they took action against it.
However, Bima has his own argument about TWK for this KPK employee. According to him, what they did was in accordance with applicable regulations. "ASN is in charge of carrying out their duties, whether it is democratic or not, that's how ASN is. If people can't meet the criteria, then don't join the ASN. We never said they (KPK employees who did not pass the TWK) were not fit as KPK employees, but not fit as ASN," he told Iqbal Irsyad, Edy Suherli, Savic Rabos, and Rifai from VOI who visited the BKN office on Sutoyo Street, East Jakarta recently. The profession as ASN is still in great demand by the younger generation, especially in the regions, how do you see this reality?
First, the selection system has gotten better so they believe in the system. They used to have an image that if they didn't have money, they didn't have acquaintances, they wouldn't register as civil servants. They were already discouraged before fighting. With a good system in the last 7 years, the situation has been different.
The national economic situation is also not as good as before, there are not many jobs that can be created, so they try to find alternative jobs, one of which is in the bureaucracy. However, civil servants or ASN are not set up as a place to accommodate large numbers of jobs. The amount is not comparable to the workforce that can be absorbed from the industrial, service, agricultural, and other productive sectors.
So if you want to create jobs, the government must create it from the non-civil servant sector. The problem is that not many regions are able to create jobs. For example, in Papua, there are almost no open jobs other than civil servants.
Another question is why people want to become civil servants because of their prestige and social status. In certain areas, those who become civil servants are still categorized as respected groups. So there are still many parents who encourage their children to become civil servants.
People often compare ASN with private workers, ASN tends to be slow and work at a price tag, while private workers are excited because the reward and punishment system is running, what are BKN efforts to make ASN also have high work morale, are there rules that can make ASN more productive and not work? price tag?
Those who work in the private sector are clearly targeted by the company. If they can't reach the target, the company won't make a profit, so it's disbanded. So the fighting power to survive and achieve the target is not the same. That's what makes those working in the private sector much more persistent, because the targets are clear and measurable.
In the civil service sector, there are many jobs within the government that cannot be measured, because the first may not be directly related to the community. For example, those whose job is to make public policies, research and development that cannot be measured directly and cannot be seen. Actually many have succeeded, but the public does not see it because it is not related to community service. In this case, there are those who do not have technology and rely on manual systems.
Then about the competence of their human resources, have they ever been trained to increase the level of community satisfaction in serving the public. Then about integrity, this is a big PR. It could be because of income or a habit somewhere.
If you want to be honest, the most potent HR administration system is the government. Because that's how the details are arranged. But why not produce the same output. Yes, because there is no ASN survival factor, so they just work as they can. They can't be in their comfort zone. How, if they do not perform they can be dismissed like workers in the private sector. That's what we're doing. We make performance appraisals more tangible.
Everything will be created through the system. Someone who wants to transfer he must process it through the application, if the application refuses he cannot move. So reduce outside interference. This can cut off outside intervention, so that superiors can freely manage their subordinates.
Because there are a lot of participants, the competition to become an ASN is very fierce, not infrequently someone uses the back-line by paying a certain amount of money to an individual in order to qualify as an ASN. Have you come across a case like this? What actions did BKN take?
The image of civil servants is still high in society, this is still strong. They not only pursue prosperity but also prestige and family pride. This is what causes the desire to enter civil servants by all means.
Before there was a CAT (Computer Assisted Test) system in civil servant admissions, brokers were everywhere. Now brokering is more organized. This is something to watch out for. Because what, if they enter it dishonestly, after becoming civil servants, they will definitely do something. We will not get people with integrity, competent people in public services, if this is the case, society will lose. Through the system, try to cover up the flaws and make CPNS compete fairly.
It's not difficult to take the civil servant test, because general intelligence, personal characteristics, national insight, and if you study, you can do it. But why don't they want to learn? We have emphasized that the only person who can enter you as a civil servant is yourself and pray to God.
One of the most recent and viral cases of alleged CPNS selection fraud occurred in Buol, Central Sulawesi, until the Kemenpan-RB and BSSN intervened, how did BKN respond to this case? What steps did BKN take?
In fact, I am the most disturbed by this case. Because I created this system. How insolent these people are. This is my baby. The person who was the angriest was actually me in this case. This system has received world recognition. Finally, I told the Minister that we must take strict action against violations in this case. If anything is proven, it will be removed.
How can it break, is it because the system used by the hackers is more sophisticated?
There are people who force their way into the server room, asking for the key by force. After entering he installed several existing applications. If that's the case, no matter how good the system is, it's also broken. Now we try to fix it again, they install anything that will not work because we are using a system on it. But it could be that they flirt with the officers. We are conducting an investigation and will take harsh penalties if found involved.
This is the first time this has happened. As the system gets more digital the more distractions it gets. The problem is that if the system is manual, there are too many systems that must be penetrated. How can you do remote access if not via digital. Because many complaints we will create an AI (artificial intelligence) system. It will be seen as an impropriety when someone takes the test.
Several OTT KPK cases involve ASN, most recently in the case of regent Dedi Alex Noerdin, in South Sumatra, ASN is like entering into a vicious circle of bureaucracy, which makes them "trapped" to commit corruption because their superiors are in charge, what is your response?
If we increase the ASN remuneration, will it have an impact on the ASN involved? Some say it doesn't have an impact. There are three types of ASN. First, ASN is like an angel, even though the salary is less, the work is still good and enthusiastic. There are also civil servants who are like humans, in fact, they don't want to cheat, but when his wife wants surgery, his child wants to pay for school, he will do everything he can to get something. Third, ASN is like a devil, even though they want to be given any salary, they still cheat. The latter is enforced by law.
This stems from the high-cost post-conflict local election. When there was an order from above because the leader wanted to come forward, he began to falter. If the KPK OTT has been caught, we will just submit the solution through the existing legal process.
What kind of coaching pattern does BKN generally do for all government agencies so that ASN can work well, be productive and not commit a crime (corruption)?
Talking about coaching and anti-corruption lessons must start at a young age, it can't be done immediately. Why don't we start small about anti-corruption, how to make children feel disgusted with corruption. This needs to be done early on. The problem of corruption must be done since childhood by optimizing education. That's what needs to be built from small.
ASN should be neutral and not involved in politics, but in reality, they are leaning towards certain candidates who compete in the regional elections, when the champion wins he will get a position, and vice versa when the champion loses will be transferred to remote areas or non-jobs, how do you see a phenomenon like this?
In the bureaucratic system in England, new officials cannot replace ASN. On the other hand, in the United States, everything will be replaced if the new government comes to power. They were used to such patterns. Indonesia how? Here the British system is not, neither is America. We use a system that is not, hehehe. This is troublesome. The authority lies with the politicians but cannot be replaced. This is actually the task of KASN (State Civil Apparatus Commission) to oversee this. The regional head asked that the role of KASN be amended. But I think this is very necessary.

Of the cases of KPK employees, there are 51 who did not pass the TWK, what kind of problem is this?
The KPK TWK is different, because its position is senior. Because their seniors don't deserve to use the standard TWK. We then used the TWK used by the Army Psychology Service (IMB 68) which was adopted from the extreme file test of an institute in the Netherlands. The content of TWK is a statement of attitude, not knowledge. There are 7 attitude scales, whether they have adequate national insight to become ASN. It turns out that many have fallen. Maybe the indicator is too military, we finally reduce it. But the result is like that. ASN cannot refuse the government. It's troublesome if ASN can refuse the government. It is the duty of ASN to carry out their duties, whether it is democratic or not, that's how ASN is. If people can't meet the criteria, then don't join the ASN. Now they have become free people, no longer KPK employees. Yes, please accept the offer. That process is not finished yet. If you want to be an ASN, there are government regulations and regulations, that's not what I made. I just run the existing rules, I have no authority other than those already regulated.
