KPK Is Investigating Dodi Alex Noerdin's Direct Order To Withdraw Project Fees In Musi Banyuasin

JAKARTA - Investigators from the Corruption Eradication Commission (KPK) have examined eight witnesses related to the alleged bribery in project procurement in Musi Banyuasin Regency on Friday, October 29. One of those being investigated was the Deputy Regent of Musi Banyuasin, Beni Hernedi.

This examination was carried out to explore allegations of direct orders from the inactive Musi Banyuasin Regent Dodi Reza Alex Noerdin to ask for fees from entrepreneurs to work on various projects at the PUPR Service.

"(Witnesses, ed) are being investigated regarding allegations of special orders and delegations from suspect DRA to suspect HM (Herman Mayori) and suspect EU (Eddi Umari) to withdraw fees for the implementation of the work of various projects at the PUPR Office of Musi Banyuasin Regency," said Acting KPK Spokesperson for Enforcement, Ali Fikri, to reporters on Monday, November 1.

The witnesses who were summoned were the Head of Environmental and Document Safety and System Development and Road Leger for Development and Control of the PUPR Office of Musi Banyuasin Regency, Robby Chandra; Head of Planning and Provision of Public Prosecutors for Construction Services and Public Road Lighting (JPU) PUPR Office of Musi Banyuasin Regency, Musyadek; Head of Operational Maintenance and Benefit Development for Elementary Schools in the Water Resources Sector, PUPR Office, Musi Banyuasin Regency, Meydi Lupiandi; and Head of Development and Supervision of Spatial Planning of the PUPR Office of Musi Banyuasin Regency, Aditiar Pancawijaya Tantowi.

Furthermore, the KPK also summoned the Head of Maintenance for the Public Prosecutor for Construction Services and Public Road Lighting, the PUPR Office of Musi Banyuasin Regency, Saaid Kurniawan; Regional Secretary of Musi Banyuasin Regency, Apriyadi; the expert staff of the Regent of Musi Banyuasin, Badruzzaman alias Acan; and Deputy Regent of Musi Banyuasin, Beni Henerdi.

During the examination, investigators also examined the knowledge of the witnesses regarding the value of the budget ceiling at the Musi Banyuasin PUPR Service and the project auction process in the district from budgeting to implementation.

"It is confirmed that it is related to the value of the budget ceiling at the PUPR Office of Musi Banyuasin Regency, including the budgeting process until the auction of various projects at the PUPR Office," said Ali. The procurement of this infrastructure started with a hand catch operation (OTT).

He was named a suspect along with three other people, namely the Head of PUPR District, Musi Banyuasin Regency, Herman Mayori; Head of SDA/PPK Department of PUPR, Musi Banyuasin Regency, Eddi Umari; and Director of PT Selaras Simpati Nusantara Suhandy.

In this case, Dodi did a preposterous practice by engineering a number of lists, including making a list of potential partners who will carry out project work whose budget comes from the 2021 Fiscal Year APBD-P and provincial financial assistance, including the PUPR Office of Musi Banyuasin Regency.

In addition, it turns out that he has determined the percentage of the fee for each project value with details of 10 percent for him, 3-5 percent for Herman, and 2-3 percent for Eddi and other related parties.

As a result of this impudent practice, the company owned by Suhandy, namely PT Selaras Simpati Nusantara, was declared the winner of the four development projects. The project is the rehabilitation of the Ngulak III Irrigation Area (IDPMIP) in Ngulak III Village, Kec. Sanga with a contract value of Rp2.39 billion; an increase in the DIR Epil irrigation network with a contract value of Rp4.3 billion; improvement of irrigation network of DIR Muara Teladan with a contract value of Rp3.3 billion; normalization of Ulak Ria Lake, Sekayu District with a contract value of Rp9.9 billion.

Dodi is expected to receive a commitment fee of Rp2.6 billion from Suhandy. However, when the OTT was carried out, he only received some of the money given through his subordinates, namely Herman and Eddi.
