JAKARTA - The DKI Jakarta Provincial Government has cut 79 percent of the Regional Capital Investment (PMD) budget for PAM Jaya as a provider of clean water for residents of the capital city this year.
This is known from the draft of the 2021 Temporary Budget Priority Ceiling Change (PPAS). PAM Jaya's PMD was reduced from IDR 276 billion to IDR 57 billion.
Member of Commission B of the DKI Regional House of Representatives from the PSI faction, Eneng Maliyanasari, regretted the PMD cut. She considers the drastic cuts will hinder the provision of clean water for Jakarta residents.
"If every year the budget is the smallest, when will all Jakarta residents be able to enjoy clean water?", said Eneng to reporters, Friday, October 8.
Eneng said the reason for cutting PAM Jaya's PMD was because this BUMD (Regionally-Owned Enterprises) realized PMD in previous years of around IDR 400 billion.
However, according to Eneng, the DKI Provincial Government must immediately find a solution without cutting the budget because the fulfillment of access to clean water is a basic human right.

This is because the current coverage of clean water pipelines in Jakarta is still 65 percent and not evenly distributed in all regions. Some areas of North Jakarta and West Jakarta still do not have access to pipelines.
"Clean water is a basic human right, should people continue to use groundwater or buy clean water from other parties at an expensive price? This is the capital city, you know, even when clean water is still difficult", she said.
According to her, PAM Jaya BUMD needs PMD budget support to meet the needs of clean water piping for Jakarta residents, which is estimated to require a budget of around IDR 30.3 trillion until 2030.
"Don't cut it right away just because its performance is not optimal, we must immediately find a solution so that PDAM Jaya can improve performance and accelerate the provision of clean water. We must achieve 100 percent coverage target in 2030", she concluded.
