Jokowi Issues Presidential Instruction 4/2021, Orders His Staff To Support The Implementation Of PON And Papua Paralympics

JAKARTA - President Joko Widodo issued Presidential Instruction Number 4 of 2021 concerning Support for the Implementation of the XX National Sports Week (PON XX) and the XVI National Paralympic Week 2021 (Peparnas XVI) in Papua Province.

In the Presidential Instruction signed on August 10, 2021, Jokowi ordered his staff to support the implementation of the PON and the National Paralympic Games in Papua.

First, Jokowi ordered all ministries/agencies to take steps according to their respective duties, functions, and authorities in a coordinated and integrated manner to support the implementation of PON XX and Peparnas XVI Papua. Second, to promote the implementation of PON XX and Peparnas XVI Papua widely to the public through print media, electronic media, and social media.

Instructions were also addressed to several regional heads in Papua, namely the Governor of Papua; Mayor of Jayapura; Jayapura Regent; Mimika Regent; and the Regent of Merauke. Then, the President specifically instructed the Coordinating Minister for Political, Legal, and Security Affairs to carry out three things, namely:

a. carry out coordination, synchronization, and control over the risk mapping of political and security disturbances in the implementation of PON XX and Peparnas XVI Papua;

b. coordinate the acceleration of the settlement of land issues at the construction site for the XX PON and XVI National Games venues; and

c. report the implementation of the Presidential Instruction to the President at least once a month or at any time if necessary.

Specifically to the Minister of Home Affairs, he was instructed to facilitate the acceleration of grants for state-owned goods, infrastructure, and facilities for the XX PON and Peparnas XVI competitions from the Ministry of PUPR to the Papuan Provincial Government and to facilitate the provision of policy support in the context of organizing PON XX and Peparnas XVI Papua.

Then, Jokowi ordered the Minister of Finance to facilitate the acceleration of technical budgeting support needed by relevant ministries/institutions/regions/agencies in the preparation and implementation of PON XX and Peparnas XVI Papua by the provisions of laws and regulations and the state's financial capacity.

The Minister of Finance is also to facilitate the acceleration of grants for state-owned goods, infrastructure, and facilities for the XX PON and Peparnas XVI competitions from the Ministry of PUPR to the Papua Provincial Government.

Further instructions are addressed to the Minister of Health, namely to:

a. coordinate and ensure the readiness of facilities, health infrastructure, quarantine facilities, and health workers needed during the implementation of PON XX and Peparnas XVI Papua;

b. facilitate the preparation of health protocols at venues, athletes' homestays, airports, hotels, and other locations that become the center of mass concentration in the implementation of PON XX and Peparnas XVI Papua;

c. facilitate vaccination for all athletes, coaches, contingents, other sports personnel, committees, and the community around the competition venues participating in the implementation of PON XX and Peparnas XVI Papua;

d. facilitate health screening through regular Real-Time Polymerase Chain Reaction (RT-PCR) and/or Rapid Diagnostic Test Antigen (RDT-Ag) examinations for all personnel involved in organizing PON XX and Peparnas XVI Papua;

e. provide assistance and supervision over the implementation of health protocols in the implementation of PON XX and Peparnas XVI Papua; and

f. facilitate anti-doping facilities in collaboration with the Indonesian Anti-Doping Institute.

Furthermore, the Minister of PUPR (Ministry of Public Works and Housing) is ordered to coordinate with ministries/institutions/provincial/district/city governments in the context of accelerating the completion of development and/or rehabilitation of infrastructure and facilities for the implementation of PON XX and Peparnas XVI Papua.

The Minister of PUPR must also coordinate with ministries/agencies/provincial/district/municipal governments in the context of accelerating the handover and process of grants resulting from new developments and/or rehabilitation of infrastructure and facilities for the implementation of PON XX and Peparnas XVI Papua.

Furthermore, the Minister of Environment and Forestry was instructed to provide guidance and supervision of the construction activities of the venues for the XX PON and Peparnas XVI Papua which were built in protected forest areas to continue to prioritize the arrangement of the protected forest environment and not violate the regional spatial planning rules. Minister of Tourism and Creative Economy was instructed to facilitate and supervise the provision of professional experts at the opening and closing ceremonies of PON XX and Peparnas XVI Papua as well as supervising the preparation of the opening and closing ceremonies.

Then, the Minister of Youth and Sports was instructed to facilitate the adjustment of budget support for the implementation of PON XX and Peparnas XVI Papua and the need for implementing health protocols as well as coordinating the preparation of health protocols at venues, athletes' homestays, airports, hotels, and other locations that became the center of mass concentration in the implementation of PON XX and Peparnas XVI Papua.

Menpora was also ordered by Jokowi to coordinate vaccinations for all athletes, coaches, contingents, other sports personnel, committees, and the community around the match venues who participated in the implementation of PON XX and Peparnas XVI Papua.

To the TNI Commander, Jokowi ordered to:

a. carry out VVIP security against the President/Vice President at the opening/closing activities in the implementation of PON XX and Peparnas XVI Papua;

b. carry out security and escort at venues, accommodation, and transportation in the implementation of PON XX and Peparnas XVI Papua;

c. compiling risk mapping of potential security disturbances and preparing operational plans and security contingencies in the implementation of PON XX and Peparnas XVI Papua;

d. carry out community development and enforce the implementation of health protocols in an integrated manner with relevant agencies and local governments in the implementation of PON XX and Peparnas XVI Papua;

e. support personnel, the main tools of the weapon system, land, sea, and air facilities and infrastructure to mobilize the personnel and equipment needed in the implementation of PON XX and Peparnas XVI Papua; and

f. assisting the National Police Chief in law enforcement efforts against health protocol violations in the implementation of PON XX and Peparnas XVI Papua.

The National Police Chief is instructed to:

a. compiling risk mapping of potential security disturbances and preparing operational plans and security contingencies in the implementation of PON XX and Peparnas XVI Papua;

b. carry out community development and enforce the implementation of health protocols in an integrated manner with relevant agencies and local governments in the implementation of PON XX and Peparnas XVI Papua; and

c. carry out law enforcement against health protocol violations in the implementation of PON XX and Peparnas XVI Papua.

Lastly, specifically to the Governor of Papua Province, Jokowi ordered to:

a. take strategic steps in the context of accelerating the completion of the construction of facilities and infrastructure for PON XX and Peparnas XVI Papua;

b. guarantee efforts to accelerate the settlement of land issues at the venue for the implementation of PON XX and Peparnas XVI Papua;

c. establish a health protocol for the implementation of PON XX and Peparnas XVI Papua after coordinating with the Menpora and the Minister of Health;

d. ensure the implementation of coordination of the ranks of regional apparatus organizations with relevant ministries/institutions in the context of accelerating the process of granting state property, infrastructure, and facilities for PON XX and Peparnas XVI Papua;

e. ensure support for budget allocations needed for operation and maintenance as well as securing infrastructure and facilities for PON XX and Peparnas XVI Papua, both those built through the funding of the state revenue and expenditure budget (APBN) as well as the regional revenue and expenditure budget (APBD); and

f. ensure the acceleration of the preparation of additional budget planning details for the implementation of PON XX and Peparnas XVI Papua by integrating aspects of the health protocol for handling COVID-19.
