The Community Aspiration Agency Should Also Be Able To Accommodate Aspirations Online

The presence of the DPR's Aspiration Body (BAM) is a breath of fresh air for the public because it further optimizes the steps taken by the council to absorb the aspirations of the community. BAM is expected to open public access to channel its aspirations through various facilities, such as through online channels.

"I see that the public eye will specifically pay attention to the Public Aspiration Agency (BAM) which has just been formed by the DPR," said Political Communication Observer Silvanus Alvin, Sunday, October 27.

"BAM is expected to be a liaison between the community and legislative institutions, so that the aspirations of the people can be more accessible and communicated to the relevant commissions," continued the millennial lecturer at Multimedia University, Nusantara.

BAM has a function of directly and indirectly accommodating the aspirations of the community, collecting and examining the aspirations of the community, conveying the results of the review to the relevant AKD to be followed up, and monitoring the follow-up by AKD.

BAM is also tasked with carrying out follow-up to public reports that are general in nature and do not reduce the authority of the relevant AKD, and receive the aspirations of the community in order to carry out the mean full participation at every stage of the discussion of the bill. Later this BAM will accommodate all the aspirations of the community, then it will be distributed to commissions and related stakeholders.

Deputy Speaker of the Indonesian House of Representatives Cucun Ahmad Syamsurijal said the purpose of establishing BAM was so that the DPR could hear the problems that occurred in the community. This body is said to be a mouthpiece to its representatives in parliament.

For example, when there are residents who demonstrate or when there are people who experience legal problems and injustice. Even when people are entangled in online loans (pinjol) and online gambling (judol), they can complain to BAM so that a solution can be found together.

Alvin assessed that the formation of the Community Aspiration Agency was a progressive step, as long as its function could be carried out effectively.

"From the statement of the leadership of the DPR, all complaints from the public can be channeled and accommodated by BAM, starting from online gambling cases to land mafias and so on. This is a breath of fresh air for the public, of course," said Alvin.

Alvin assessed that the DPR must be able to provide an easy mechanism when people want to complain to BAM. He also emphasized that BAM can adapt to the acceptance of aspirations. According to Alvin, public complaints must be received directly by members of the DPR.

In today's era, the public must be able to be served by their aspirations on-site and online. For those who are physically present, they should be able to meet directly with council members and convey directly. Now what kind of mechanism will the people really understand, "he appealed.

"Then, no less important is that the Indonesian people are widespread, so the delivery of digital aspirations is also important," continued Alvin.

Alvin also reminded the DPR about the mechanism for monitoring progress from the aspirations conveyed by the public so that the public will feel confident that the DPR is seriously overseeing the aspirations expressed.

"The progress of these aspirations must also be monitored. This means that the formation of BAM should not be just an administrative step without guaranteeing that the people's voices will really be followed up seriously. Hopefully, the existence of BAM can accelerate the bureaucratic process," he explained.

In the period 2024-2029, the DPR added 2 commissions and 1 new agency. Two commissions were formed for adjustments to the Prabowo ministry, namely Commission XII and Commission XIII.

The House of Representatives Commission XII has been agreed to have a scope of work in charge of ESDM (Energy and Mineral Resources), Environment and Investment. This commission partners with the Ministry of Energy and Mineral Resources, the Ministry of Environment / Environmental Control Agency, the Ministry of Investment and Downstream / Investment Coordinating Agency, the Downstream Oil and Gas Regulatory Agency (BPH Migas), SKK Migas, the National Energy Council, the Nuclear Energy Supervisory Agency, and the Geospatial Information Agency.

According to Alvin, the House of Representatives Commission XII can further oversee President Prabowo's priority program which states that it will downstream all commodities in the country so that the added value of the commodities can be enjoyed by all Indonesian people.

To note, downstreaming itself is a process or strategy of a country to increase the added value of the commodities owned. By downstreaming, commodities that were previously exported in raw form or raw materials become semi-finished or finished goods. Thus, the value of the country's exports becomes greater.

"The Prabowo administration carries the spirit of downstreaming which aims to bring benefits to the nation, here the DPR through Commission XII must play an active role in supervising the implementation of these downstream programs," explained Alvin.

Regarding the target of downstreaming Indonesian commodities, President Prabowo in his first Cabinet Meeting asked the relevant ministers, namely the Minister of Investment and Downstreaming/Head of BKPM Rosan P Roeslani, Minister of Energy and Mineral Resources Bahlil Lahadalia and Coordinating Minister for Economic Affairs (Menko Perekonomian) Airlangga Hartarto to immediately make an inventory of important projects in downstreaming in Indonesia. Prabowo said downstreaming was the key to prosperity.

To achieve its target, President Prabowo asked the ranks of the Red and White Cabinet to immediately formulate, seek funds and start downstreaming. Especially for 26 commodities that are vital projects.

Alvin said that the DPR through the AKD could oversee this downstream program and target. Both in terms of regulations, budgets, and supervision of the implementation of regulations and programs.
