Ticketing Is Not Enough, ODOL Truck Transportation Entrepreneurs Can Be Jailed

BANDA ACEH - Director General of Land Transportation, Budi Setiyadi, emphasized the Over Dimension Over Loading (ODOL) truck policy. According to him, entrepreneurs or tourists can be subject to a maximum fine if they do not follow the applicable rules.

"If the transfer of cargo will be borne by the entrepreneur, the car will not be allowed to continue the journey before transferring the cargo. The fee for the transfer of cargo will be borne by the entrepreneur," said Director General Budi in his statement, Sunday, March 28.

Another aspect of law enforcement pursued by the Directorate General of Hubdat is the application of Article 277 of Law Number 22 of 2009 concerning Road Traffic and Transportation, which reads:

"Anyone who enters a motorized vehicle, trailer, and attached carriage into the territory of the Republic of Indonesia, manufactures, assembles, or modifies which causes a change in type, trailer, attached carriage, and special vehicles operated domestically that do not fulfill the type test obligation, is sentenced to a maximum imprisonment of 1 year or a maximum fine of Rp. 24,000,000".

For this reason, he asked the Head of the Provincial and Regency/City Transportation Service in Aceh which has a Motor Vehicle Periodic Test Unit (UPUBKB) to further tighten the inspection of trucks that do not comply with the provisions.

"From now on, trucks that do not match their dimensions, whether through service bureaus or otherwise, please not be tested. Currently, we no longer use KIR books because many are faked," said Director General Budi.

Based on data from the Service Unit of Motor Vehicle Weighing Implementation Unit (UPPKB) in the Aceh Region, the rate of ODOL violations in the Aceh region from January to March 2021 has reached 20,000 vehicles with the number of over-loading vehicles reaching 12,000 units or as much as 63 percent.

"For this, I also ask for cooperation from Indonesian Truck Entrepreneurs Association (Aptrindo) and Organization of Local Public Transportation (Organda) so that there is awareness from the business owners to carry out vehicle normalization," he added.
