This Is The Reason Why Schools Still Recruit Honorary Teachers Even Though DKI Disdik Is Prohibited

Acting Head of the DKI Jakarta Education Office (Disdik) Budi Awaluddin revealed the reason why public schools in Jakarta continue to recruit honorary teachers.

In fact, since 2022, Disdik DKI has banned school principals from appointing honorary teachers because their recruitment has not passed the current provisions. One of the reasons, according to Budi, is because schools lack teachers to teach.

"The reason why you want to do that, yes, it could be because of a shortage of teachers," said Budi at DKI Jakarta City Hall, Wednesday, July 17.

Budi admitted that there were other reasons. Although schools do not really need additional teaching staff, there are honorary teachers who are still appointed as school principals because they have kinship relations.

"Masak mereka diangkap oleh kepala sekolah karena ada hubungan, misalkan hubungan keluarga eksterama dengan kepala sekolah, atau yang tidak sesuai aturan, kita enggak tahu kompeksisnya," ungkap Budi.

It was noted that around 4,000 honorary teachers in Jakarta were affected by unilateral termination of their contracts. Budi emphasized that his party had reminded public principals for a long time not to appoint honorary teachers.

"Even from 2022 we have informed not to appoint honorary teachers. At that time we have conveyed it, stop. But (the principal) is stubborn (still appointing honorary teachers)," said Budi.

Budi explained, since 2022, there have been special provisions in the appointment of teachers as stated in Permendikbud Number 63 of 2022.

In this regulation, teachers who can be given honorariums must meet the requirements of non-ASN status, be recorded in Basic Education Data (Dapodik), have Unique Educators and Education Personnel Number (NUPTK), and have not received teacher professional allowances.

Meanwhile, Budi admitted that so far the principal has appointed honorary teachers without receiving a recommendation from the DKI Education Office. Thus, the honorary teacher is not registered in the Dapodik and does not have NUPTK.

"So, what the principals have been doing so far is to appoint honorary teachers who are not aware of the Education Office and do not comply with their needs, their appointment is not published, and the appointment of subjectivity," explained Budi.

Then, Budi acknowledged, Disdik DKI also now has to carry out a policy of cleaning honorary teachers.

This is because the Supreme Audit Agency (BPK) revealed that the findings of the use of school operational assistance funds (BOS) did not comply with the regulations. In particular, the use of funds to pay honorary teachers who were not registered in Dapodik from the start and did not have NUPTK.
