Bapemperda DPRD Jakarta Creates Criminal Articles For Disposal Of GOODs Waste

JAKARTA - The Regional Regulation Formation Agency (Bapemperda) of the DKI Jakarta DPRD is currently drafting a Draft Regional Regulation (Raperda) for Wastewater Management.

Dalam raperda tersebut, DPRD menyusun pasal pemberian sanksi pidana kurungan bagi orang yang terbukti membuang sampah sembarangan.

Deputy Chairman of the Bapemperda of the DKI Jakarta DPRD Abdurrahman Suhaimi said that currently there are still many perpetrators of dumping domestic waste into random waterways. Meanwhile, it is very difficult for the community.

It is also difficult for the Civil Service Police Unit (Satpol PP) to impose strict sanctions on the perpetrators, causing a deterrent effect.

"Later on. People will feel that they have Jakarta and are not careless," said Suhaimi in his statement, Wednesday, July 3.

Currently, the DPRD will discuss the formulation of criminal sanctions with the DKI Provincial Government so that it can accommodate the making of articles to become the basis for imposing sanctions.

"That's why we are pending first (discussion) and reformulated by the relevant Legal Bureau and agencies," said Suhaimi.

In addition to criminal sanctions, continued Suhaimi, there are also administrative sanctions provisions. "There is also input from the Satpol PP, it needs to be considered and formulated in more detail, so that it does not overlap and can be executed," he added.

For information, the Raperda on Domestic Waste Management contains 18 chapters and 63 articles. Consisting of Chapter I of General Provisions, Chapter II of Domestic Waste Management System, Chapter III of Waste Quality Baku. Chapter IV of Duties and Authority of Local Governments, Chapter V of Rights and Obligations, Chapter VI of Financing and Funding, Chapter VII of Cooperation, Chapter VIII, and Chapter IX of Business Licensing.

Furthermore, Chapter X Service Tariffs and Subsidies, Incentives, Chapter XI Guidance and Supervision, Chapter XII Data and Information, Chapter XIII Competition, Chapter XIV Prohibition, Chapter XV Investigation, Chapter XVI Criminal Provisions, Chapter XVII Transitional Provisions, and Chapter XVIII Closing Provisions.
