JAKARTA - The DKI Jakarta Workers Union and the DPP of the Indonesian Employers' Association (Apindo) expressed a strong rejection of the issuance of PP. No.21/2024 concerning the Implementation of Public Housing Savings (Tapera).

The joint statement was made by them in the Cikini area, Menteng District, Central Jakarta, Monday, June 10. Apindo to workers firmly refused a salary discount for the Public Housing Savings (Tapera) contribution.

"Currently there are eight unions, together with me as the general chairman of the DKI Jakarta Apindo DPP, who has signed," said DPP chairman Apindo DKI Jakarta Solihin, at a press conference at the DKI Jakarta Apindo DPP Office, Cikini, Central Jakarta, Monday.

This Tapera Contribution is discussed in Government Regulation (PP) Number 21 of 2024 concerning amendments to Government Regulation Number 25 of 2020 concerning the Implementation of Tapera which was just signed by President Joko Widodo (Jokowi) at the end of last May.

Through this regulation, the salaries of both private and civil servants will be deducted every month by 2.5 percent and 0.5 percent borne by the company and effective from 2027.

According to Solihin, this Tapera contribution is an additional burden for employers and workers. In fact, the existence of these rules shocked the business world and other workers in DKI Jakarta.

"Even though we have given some of the same narratives before, even a few drafts before, we have submitted (rejection), but on May 20, it has been signed for that," he said.

Therefore, Solihin said that DKI Jakarta entrepreneurs and workers reject the implementation of the Tapera contributions considering that this Tapera is an additional burden.

According to Solihin, overall workers and employers have been charged with cuts of up to 18.24 percent to 19.74 percent consisting of BPJS Ketenagakerjaan discounts, old age insurance (JHT), to health insurance.

"The burden of mandatory employers and workers has the potential to make cuts increase by 20 percent and above," he said.

Furthermore, Solihin explained, this Tapera contribution should be voluntary, because it acts as its own savings. Moreover, this Tapera contribution is similar to the existing BPJS Employment program, namely the Benefits of Additional Services (MLT).

He also did not expect this rule to be postponed like the narratives announced. Solihin emphasized that employers and workers agreed to reject its implementation as a whole.

This joint statement was marked by an agreement by representatives of the DKI Jakarta Apindo DPP, Federation of Trade Unions (FSP) of Electronic Metals and Machines (LEM/SPSI), FSP of Indonesian Labor Awakening (FKUI KSBSI), FSP of National Workers Unions (SP), FSP of the Association of Indonesian Workers (ASPEK Indonesia), FSB of General Industrial Chemistry, Pharmacy, Health (KIKES), FSP of Tourism and Creative Economy (PAREKRAF), and FSP of Mining Energy Chemistry (KEP).
