The Ministry Of Law And Human Rights Calls The Bill On The Transfer Of Prisoners Between Countries Encouraged To Enter The 2024 National Legislation Program

JAKARTA - The Indonesian Ministry of Law and Human Rights (Kemememkumham) revealed that the preparation of the Draft Law (RUU) concerning the Transfer of Prisoners between countries is currently underway and is in the process of submitting to the 2020-2024 National Legislation Program (Prolegnas).

"Thus far, the transfer of prisoners between countries cannot be carried out because there is no legal basis that regulates it," said Director of Technology and Correctional Cooperation of the Directorate General of Corrections (Ditjen PAS) of the Indonesian Ministry of Law and Human Rights Marselina Budiningsih during The 2nd Indonesia-Kingdom of the Netherlands Consular and Diplomatic Facilities Dialogue in Bandung, West Java (West Java), Tuesday, May 14, as quoted by Antara from a statement.

The development of the bill, explained Marselina when the Dutch Royal Delegation asked about the development of the Transfer of Sentened Persons (TSP) or the transfer of prisoners between countries and the progress of data on convicts of the citizens of the Kingdom of the Netherlands in Indonesia.

On the same occasion, he said the Kingdom of the Netherlands also requested policies related to conditions for parole for convicts of Dutch citizens, especially letters of guarantee from the embassy.

Related to this, he conveyed that the current regulations require all embassies to issue a guarantee letter for their citizens who wish to apply for parole.

The 2nd Indonesia-Kingdom of the Netherlands Consular and Diplomatic Facilities Dialogue activity which was held at the Papandayan Hotel, Bandung is an important step in strengthening cooperation between Indonesia and the Kingdom of the Netherlands, especially in the issue of correction, service of diplomatic facilities, preparation and response to crisis, as well as immigration and visas.

In the dialogue, the Indonesian delegation was led by the Director General of Protocol and Consular Affairs of the Indonesian Ministry of Foreign Affairs Andy Rachmianto and was also attended by representatives of the Directorate General of PAS of the Ministry of Law and Human Rights, the Directorate General of Immigration at the Ministry of Law and Human Rights, the Indonesian National Police, and the Ministry of Transportation.

Meanwhile, the Dutch delegation was led by the Director General of Consular and Dutch Visa Dirk Jan Nieuwenhuis, who was attended by the Dutch Ambassador and his staff.

Dialogue also went smoothly and constructively, which was marked by the commitment of the two countries to strengthen cooperation in various fields. The event was then closed with a delegation visit to the Asian Museum of Africa.
