Not Immediately Coordinating To Monitor The 22nd Anniversary Of Democrats In Sorong, Southwest Papua Bawaslu Get Sanctions

WEST PAPUA - Chairman of the Election Organizers Honorary Council (DKPP) Heddy Lugito imposed warning sanctions on the ranks of the Bawaslu of Southwest Papua Province because they were deemed not to coordinate with their subordinates properly.

It all started with reports from residents on behalf of Imron who complained to the DKPP because the Bawaslu ranks of Southwest Papua Province and Sorong City were considered not to work professionally.

The parties complained were the Chairman and Members of the Bawaslu of Southwest Papua Province, namely Farly Sampetoding Rego, Herdhi Funde Rumbewas, Regina Gembenop, Sofyan, and Zatriawati as one to five.

In addition, he also complained about the Chairman and Members of the Sorong City Bawaslu, namely Julce Ivone Sahureka, Abdul Kadir Kelosan, and Nirma Tinday as four to eight defendants.

The case began when the Regional Leadership Council (DPD) of the Democratic Party wanted to hold a 22nd birthday celebration in Sorong City on December 5-9, 2023.

The activities consisted of competitions for road movements, blood donations, women's volleyball competitions to the peak event on December 9, 2023.

The Democrat Party also submitted a letter containing a series of agendas to the Bawaslu of West Papua Province with the intention of providing a report.

Bawaslu has an obligation to receive the letter in supervising the activities of the anniversary in anticipation of campaign activities.

"The DPD of the Southwest Papua Democratic Party to the defendants one to five (West Papua Province Bawaslu ranks) through letter 05 and so on in 2023 without a date," he said.

However, instead of directly delegating the letter to the Sorong City Bawaslu for immediate supervision, the Southwest Papua Province Bawaslu was late in providing the letter.

"However, the facts revealed in the trial that the defendant six to the defendant lapan received an appeal letter number 019 and so on on September 8, 2023 at 20.45 WIT," he said.

The letter was also received through Bawaslu staff of Southwest Papua Province to Bawaslu staff of Sorong City. As a result, the Bawaslu ranks of Sorong City as supervisors could not supervise the activities of the anniversary from December 5.

"The actions of the defendant one and five defendants who have long submitted appeal letters to the defendants six to lapan cannot be justified according to the ethics of the election organizers. Moreover, during that period, the Bawaslu of Southwest Papua and Bawaslu of Sorong City are domiciled in the same office," said DKPP member I Dewa Kade Wiarsa Raka Sandi when reading the verdict at trial.

This, said Dewa, shows the inability of Bawaslu of Southwest Papua Province in coordinating work.

"It shows that there are serious problems related to correspondence governance and communication and coordination of the institutional hierarchy of election supervisors in Southwest Papua," he said.

Dewa continued, the Bawaslu ranks of Sorong City finally carried out surveillance on the last day of the celebration of the Democratic DPD on Southwest Papua province on December 9 with minimal preparation.

"Based on the results of the supervision, there is no element of campaign in accordance with KPU regulation number 15 of 2023, namely there is an element of invitation to vote, offer, vision and mission of work programs and self-image," he said.

Therefore, Dewa ensured that the Bawaslu ranks of Sorong City had worked professionally but not with the Bawaslu of Southwest Papua Province which was deemed to have violated Article 6 paragraph 3 letters f and g, Article 15 letter D and Article 17 letter a of DKPP regulation number 2 of 2017 concerning code of ethics and code of conduct for election organizers.

"Meanwhile, six defendants and the defendants lapan DKPP have carried out their supervisory functions in accordance with the laws and regulations," said Dewa.
