The Village Index is an indicator to measure village development through six dimensions, namely Basic Services, Social, Economics, Environment, Accessibility, and Village Government Governance. The Village Index was presented as a unit of village development data that was previously separate. So far, there are two indexes that have been used as indicators for measuring village developments, namely one managed by the Central Statistics Agency (BPS) and the other managed by the Ministry of Villages (Kemendes).
The index created by BPS is a village index based on Village Potential Data (Podes). This index is managed by Bappenas. While the second index is the Building Village Index (IDM) which uses data from the village level. IDM is managed by the Ministry of Villages, Development of Disadvantaged Regions and Transmigration.
A number of Ministries then initiated the merger of the two indexes into unity. The ministries involved include Bappenas; Coordinating Ministry for Human Development and Culture; Ministry of Home Affairs; Ministry of Finance; Kemendes PDTT; BPS; Ministry of Finance; and Cabinet Secretariat.
The plan to merge the index to be used as a unit of the Village Index was approved by President Jokowi. The approval was conveyed during a Limited Meeting on the Distribution of Village Funds on December 19, 2019.
The Village Index is used as an indicator in measuring the universal performance of village development in accordance with the implementation of development in the 2025-2024 RPJPN. The development plan document mandates the completion of inequality to achieve one of Indonesia's 2045 vision, namely poverty towards zero percent and reduced inequality.
"The development of villages in Indonesia Gold 2045 is focused on mainstreaming village development which is cross-sectoral and cross-actor, towards village independence. Villages must be willing and able to grow and progress together and in line with cities," said Teny Widuryiyanti.
Data from the Village Index will later be used for several purposes, such as the formulation of village fund allocations per year to determine village development targets in national and regional planning documents. The Village Index can be the main reference in formulating village development policies at the central to village levels.
The results of the calculation of the Village Index will be used officially in 2025. The database for measuring the Village Index will be taken from the results of data collection carried out by the Ministry of Villages, Development of Disadvantaged Regions and Transmigration during the April or May to June 2024 range.
