President Jokowi has ratified Law Number 20 of 2023 concerning State Civil Apparatus (ASN), which regulates the arrangement of honorary staff must be completed no later than December 2024. "Non-ASN employees or other names must be completed by the arrangement no later than December 2024 and since this Law comes into effect, Government Agencies are prohibited from appointing non-ASN employees or other names other than ASN employees", reads Article 66 Chapter XIV in the regulation.

So honorary workers who want to obtain ASN status do not need to undergo a test or selection process. "Later, we can use the rating model, not the threshold, that is what is being discussed," said Yudi Wicaksono, Plt. Assistant Deputy for Talent Management and Improvement of Administrative HR Capacity of the Ministry of PANRB, on Monday (20/11).
Yudi said that the implementation of this appointment was preceded by the process of validating honorary data. Based on the data collected at this time, there are around 3 million honorary employees in ministries or institutions to local governments in all regions in Indonesia.
Furthermore, Yudi said that if the data on the 3 million honorary workers was included in the part that passed the validation of the document, his name would be inputted on a special platform for performance monitoring. For honorary workers whose names are at the top of the rankings, it will be a priority for appointment as ASN next year.
"So they will be ranked who the best is and they hope to compete with each other, who will be the best this year, so that next year it will be a priority to be appointed as a full-time PPPK," said Yudi.
