Aceh High Prosecutor's Office (Kejati) investigators have detained the Head of the West Aceh Regency Plantation Service (Kadisbun) with the initials DA regarding the alleged corruption of the people's palm oil rejuvenation program (PSR). "Before being detained, DA was summoned and examined in his capacity as a suspect in the alleged corruption of the PSR program carried out by the Mandiri Jaya Beusare Producer Cooperative," said Head of the Legal Information and Public Relations Section of the Aceh Attorney General's Office Ali Rasab Lubis in Banda Aceh, Antara, Tuesday, September 19. Suspect DA was detained and placed in the Class IIB State Detention Center (Rutan) Banda Aceh. The detention of the suspect DA for the next 20 days can be extended. According to Ali Rasab, the reason investigators detained the suspect was based on Article 21 Paragraph (1) and (4) of the Criminal Procedure Code. Where the detention was carried out against a suspect based on sufficient evidence. "Then, the reason for the detention was because of concerns that the suspect fled, damaged or lost evidence and or repeated the crime," said Ali Rasab Lubis. Previously, Aceh Attorney General's Office investigators named DA as a suspect in the alleged corruption of the PSR program. The determination of DA as a suspect after investigators found evidence and testimony of witnesses of his involvement. "Based on the results of the examination of witnesses and other evidence, it was found preliminary evidence of DA's involvement in the alleged corruption crime of the PSR program," he said. Ali Rasab Lubis said that with the determination of DA as a suspect, there were already three suspects in the alleged PSR corruption in West Aceh Regency for the 2018-2020 period. Two previous suspects, namely SM who is also the former Head of the West Aceh Regency Plantation Service and ZZ as the Head of the Mandiri Jaya Beusare Producer Cooperative who is the manager of the people's palm oil rejuvenation program in the district. Ali Rasab revealed that the involvement of suspect DA in the PSR program began when the Mandiri Manufacturer Cooperative Jaya Beusare in 2020 proposed a proposal for PSR assistance funds with a total budget of IDR 29.29 billion. "The proposal was proposed by the Mandiri Jaya Beusare Producers Cooperative to the Palm Oil Rejuvenation Fund Management Agency (BPDPKS) through the West Aceh Regency Plantation Service," said Ali Rasab Lubis. However, the land proposed for oil palm rejuvenation is still in the form of forests in which hardwood trees, shrubs, and vacant land have never been planted with oil palm. In addition, the proposed land for assistance from the PSR program is an oil palm plantation in the business use rights area (HGU) of private companies. This is not in accordance with the requirements for recipients of the PSR program, where the requirements are 25-year-old palm oil plants and productivity below 10 tons per hectare and not on the HGU land of private companies. "The involvement of the suspect DA approved the proposal. As a result of the management of the PSR, it did not meet the requirements to cause potential state losses," said Ali Rasab Lubis. Investigators suspect DA in layers, primers and subsidies.
