DKI Provincial Govt Regulates And Educates Migrants Entering Jakarta That Called As Burden On APBD

JAKARTA - Head of the Population and Civil Registration Service (Disdukcapil) Budi Awaluddin said his party would recruit and provide guidance to migrants who enter Jakarta.

The entry of newcomers to Jakarta was highlighted by the Acting (Acting) Governor of DKI Jakarta Heru Budi Hartono. Heru assessed that a large number of immigrants has burdened regional expenditures in the DKI APBD.

"In anticipation (of new arrivals), the DKI Jakarta Disdukcapil will provide guidance and socialization to residents so that all those present in Jakarta are in an orderly population administration," said Budi at the DKI Jakarta City Hall, Tuesday, February 14.

Budi gave an example of efforts to control administration by the DKI Provincial Government, namely reminding migrants to apply for a domicile certificate which is official proof of a migrant residing in a certain area.

"We have a Kamsa program, Kampung Sadar Adminduk which we carry out in RWs. We provide socialization and ball pick-up services to the community so that they are in an orderly population administration," said Budi.

After the data collection has been carried out, DKI Provincial Government will provide a skills program for immigrants who need it. This is one of the anticipations to prevent the increase in the poverty rate in the capital city.

"We are still paying close attention to current phenomena for migrants coming to Jakarta, we are conducting outreach to them, we are conducting coaching for them and we are coordinating with several other SKPDs regarding handling for those who do not have skills," he explained.

Last Sunday, February 5, the Acting Governor of DKI Jakarta asked the ranks of the RW, village head, sub-district head, to the mayor to pay attention to the arrival of immigrants. He said, the influx of migrants to Jakarta has burdened the DKI APBD.

"Today I ask the Mayor, Pak RW to pay attention to the movement of residents from one area to another. We DKI Pemda cannot ban it. But, in the future the DKI APBD will be burdened," said Heru.

Heru gave an example of one of the conditions caused by the large number of immigrants to the capital city. In health care facilities at the Jakarta Hospital, the government cannot forbid residents from outside Jakarta to undergo treatment.

Finally, like it or not, the DKI Provincial Government must increase its treatment capacity so that Jakarta residents can also be accommodated and treated in hospitals belonging to the area.

"Just as an example, in South Jakarta, one of them has a Pasar Minggu Hospital. Out of 14 patients in one room, 9 patients are residents outside DKI. The rest are DKI residents. What does that mean? The DKI Regional Government will become a burden. Pasar Minggu Hospital must be enlarged, Regional Government DKI is obliged to add more beds," he explained.

Based on data from the DKI Provincial Government, there has been an increase in the number of new immigrants entering Jakarta over the past few years. A total of 113,814 people will enter Jakarta in 2020, 139,740 people will also enter the Capital City in 2021, and as many as 151,752 people in 2022.
