In Order To Focus On Managing BPI Danantara, Observers Urge Rosan To Sri Mulyani To Resign

JAKARTA - Legal and development observer Hardjuno Wiwoho reminded all administrators including the Supervisory Board of the Anagata Nusantara Power Investment Management Agency (BPI Danantara) that concurrent positions are prohibited.

With the weight of his duties as Minister and also preventing conflicts of interest, BPI Danantara administrators who are concurrently in office should resign. The reason is, the responsibility of this new agency is very large because it manages large funds, namely 20 billion US dollars, equivalent to Rp360 trillion (exchange rate of Rp. 16,000 per US dollar), originating from the budget efficiency program.

"What does that mean, the capital is from the state budget. Remember, 70 percent of the state budget comes from taxes collected from people whose lives have been sore. So they don't play games. It's better to resign," said Hardjuno in Jakarta, Tuesday, February 25.

In Law Number Law No. 39 of 2008 concerning the State Ministry article 23. Article 23 of the State Ministry Law states: "Ministers are prohibited from holding concurrent positions as: a. other state officials are in accordance with statutory regulations; b. commissioners or directors of state companies or private companies; or c. heads of organizations financed from the State Revenue and/or the Regional Revenue and Expenditure Budget".

"If you read Law No. 39 of 2008, ministers are prohibited from holding concurrent positions, because the minister is a public office," he said.

This doctoral candidate at Airlangga University (Unair) Surabaya, said that the urge to resign does not mean that he doubts the competence of the administrators of BPI Danantara, including the council.

However, so that they can focus more on managing BPI Danantara's investment, it can produce profit that is useful for the welfare of the people.

"I'm sure they have high competence. In fact, the CEO of BPI Danantara was originally not Mr. Rosan. Never mind, everyone knows. Well, among competent people, they have other strategic positions. This is what is feared to cause a conflict of interest," he added.

From the available data, several of the Danantara BPI administrators still serve as Ministers and Deputy Ministers in the Red and White Cabinet (KMP).

They are between Rosan P. Roeslani (Minister of Investment and Downstreaming/Head of BKPM), Dony Oskaria (Deputy Minister of SOEs), Erick Thohir (Minister of SOEs) and Sri Mulyani Indrawati (Minister of Finance).

"I think everyone who is still serving as Minister or Deputy Minister at KMP must step down. Starting from Rosan, Donny, Erick Thohir and Sri Mulyani must resign," he said.

This is important so that they can focus on BPI Danaantara. So that the state can not depend on debt and create jobs, towards people's welfare.

Secara struktur, lanjut Hardjuno, BPI Danantara harus jelas. Consequentinya itu tadi, tidak boleh kedua jabatan.

"BPI Danantara is not playing games, risking public funds. From budget efficiency funds originating from the people who are forging to collect taxes," he added.

He also reminded that the Danantara BPI audit must be truly concrete and layered. As a super holding, BPI Danatera is very different from Temasek or Khazanah, which is financed from SOE profits collected for decades.

According to him, the existence of Danantara can be an investment game changer from SOEs. So far, he said, investment made by SOEs has not been optimal, where the portion of SOE investment is still low. In fact, to achieve economic growth of 6 percent, tens of thousands of trillions of investment is needed.

So, with Danantara, investment from SOEs is considered to be more and of high quality and has an impact on economic growth.
