JAKARTA - The Indonesian Mineral and Coal Energy Suppliers Association (Aspebindo) proposed that at least 10 percent of Non-Tax State Revenue (PNBP) sourced from the mineral and coal (minerba) sector be allocated to universities.

Deputy Chairperson of Aspebindo, Fathul Nugroho said that the budget allocation could later be used for research and development needs in the mineral and coal sector and supported downstreaming.

"This can later be used by universities to conduct research and development for the mineral sector and also downstream SDA," he said, quoted on Thursday, January 23.

He explained, in 2023, the mineral and coal sector contributed Rp137 trillion to PNBP. Thus, the allocation that can be given to high-ranking institutions is Rp13 trillion.

Not only for universities, he also proposed giving 15 percent of PNBP for social activities and 20 percent to support downstreaming.

"With this 20 percent allocation, around Rp. 26 trillion can be used for the construction of smelters. This budget will be managed by the Ministry of Energy and Mineral Resources or the Ministry of Industry," explained Fathul.

Fathul said that mining companies are actually required to allocate 2 percent of the company's operational funds for Community Empowerment Program (PPM) activities by universities.

"It's also big enough to empower the community around the mine. Now we propose this as an association that the acceptance of PNBP, both royalty and debt, is 15 percent allocation for social purposes," said Fathul.
