Cigarette Prices And Vape Rise In 2025, Here Are The Official Details

JAKARTA - Finance Minister Sri Mulyani Indrawati officially set an increase in cigarette retail selling prices in 2025.

The provisions are contained in two Regulations of the Minister of Finance (PMK) Number 97 of 2024 concerning Tobacco Excise Tariffs in the form of Cigarettes, Cigars, Leaf Cigarettes or Klobots, and Iris Tobacco.

This step is taken to support tobacco consumption control, protect the labor-intensive tobacco industry, and optimize state revenues.

In the regulation, the government decided not to increase the excise tariff on Tobacco Products but to increase retail selling prices (HJE) for almost all tobacco products which took effect on January 1, 2025.

Meanwhile, the limit for selling retail per piece or domestically made gram regulated by Sri Mulyani in the regulation includes the following:

Cigarette Retail Selling Prices Rise As Of January 1, 2025, Here Are The Details:

1. Machine Kretek Cigarette (SKM)

a. Group I is at least IDR 2,375 per stick, an increase of 5.08 percent with an excise rate of IDR 1,231 per stick

b. Group II is at least IDR 1,485 per stick, an increase of 7.6 percent with an excise rate of IDR 746 per stick

2. Machine White Cigarette (SPM)

a. Group I is at least IDR 2,495 per stick, an increase of 4.8 percent with an excise rate of IDR 1,336 per stick

b. Group II is at least IDR 1,565 per stick, an increase of 6.8 percent with an excise rate of IDR 774 per stick

3. Hand Kretek Cigarette (SKT) or Hand White Cigarette (SPT)

a. Group I the retail selling price is at least IDR 1,555 per stick up to IDR 2,170 per stick with an excise rate of IDR 378 per stick

b. Group II, the retail selling price is at least IDR 995/batang, an increase of 15 percent with an excise rate of IDR 223 per stick.

c. Group III The retail selling price is at least IDR 860, an increase of 18.6 percent with an excise rate of IDR 122 per stick

4. Filter Hand Kretek Cigarette (SKTF) or Filter White Cigarette (SPTF)

a. The retail selling price is at least IDR 2,375 per stick, an increase of 5 percent with an excise rate of IDR 1,231 per stick

5. Pegaret Kemenyan Mocks (KLM)

a. Group I The retail selling price is at least IDR 950 with an excise rate of IDR 483 per stick or still the same as 2024

b. Group II at the lowest retail selling price is IDR 200 with an excise rate of IDR 25 per stick or still the same as 2024

6. Types of Iris Tobacco (TIS)

a. The lowest selling price is IDR 55-180, unchanged from this year

7. Types of Daun Cigarettes or Klobot (KLB)

a. The lowest selling price is IDR 290, unchanged from this year

8. Types of Cigar (CRT)

a. The lowest selling price is IDR 495 to IDR 5,500, unchanged from this year.

Meanwhile, the government has also set limits on HJE for each type of tobacco products imported, including:

1. SKM worth IDR 2,375 per stick or gram2. SPM worth IDR 2,495 per stick or gram3. SKT or SPT worth IDR 2,171 per stick or gram4. SKTF or SPTF worth IDR 2,375 per stick or gram5. TIS worth IDR 276 per stick or gram6. KLB worth IDR 290 per stick or gram7. KLM worth IDR 950 per stick or gram8. CRT worth IDR 198,001 per stick or gram.

Finance Minister Sri Mulyani Indrawati officially issued a regulation setting a minimum retail selling price limit for e-cigarettes and other tobacco processing results.

This is stated in the Minister of Finance Regulation (PMK) Number 96 of 2024 concerning Tobacco Product Excise (CHT) rates in the form of e-cigarettes and other tobacco processing results which will take effect on January 1, 2025.

The policy rules are related to the minimum Retail Selling Price (HJE) for e-cigarettes and other tobacco processing results which will take effect on January 1, 2025.

The minimum HEJ policy of e-cigarettes is carried out with the consideration of controlling tobacco consumption, protecting the labor-intensive tobacco products industry, and optimizing state revenues.

As for referring to the attachment in the regulation, here are the details of the list of increase in retail selling prices for the minimum of e-cigarettes and other tobacco processing results, although there is no increase in excise rates effective from January 1, 2025:

Electric Cigarettes

1. Strong Electric cigarettes Rp6,240 per gram, an increase of 6.01 percent compared to the previous Rp5,886 per gram.

2. Electric Cigarettes Liquid Open System Rp1,368 per milliliter, or an increase of 22.03 percent compared to the previous Rp1,121 per milliliter.

3. Electric Cigarettes Liquid System Closed IDR 41,983 per cartridge, or an increase of 5.99 percent compared to the previous IDR 39,607 per milliliter.

Other Tobacco Processing Results

1. Tobacco Molesses IDR 257 per gram, an increase of 6.20 percent compared to the previous IDR 242 per gram

2. Tobacco Hiup Rp257 per gram, an increase of 6.20 percent compared to the previous Rp242 per gram.

3. Kuyah Tobacco IDR 257 per gram, an increase of 6.20 percent compared to the previous IDR 242 per gram.
