JAKARTA - The Ministry of Manpower (Kemnaker) is still reviewing the planned online motorcycle taxi income (Ojol) cut for the People's Housing Savings (Tapera) program.

The rules regarding Tapera are regulated in Government Regulation Number 21 of 2024 concerning Amendments to Government Regulation Number 25 of 2020 concerning the Implementation of Tapera.

Referring to the regulation, the amount of savings for Tapera participants set is 3 percent. Divided by 0.5 percent borne by employers, and 2.5 percent must be paid by workers through salary cuts.

The Director General of PHI & Jamsos of the Ministry of Manpower, Indah Anggoro Putri, admitted that she was still following technical regulations related to ojol. This regulation will later be contained in the regulation of the minister of manpower (Permenaker).

"Currently, we, the Ministry of Manpower, are drafting technical regulations in the form of a Permenaker to regulate ojol," he said at a press conference at the Presidential Staff Office, Jakarta, Friday, May 31.

Indah said the regulation had not yet been completed. He said, later it would be harmonized between the Permenaker for protection for ojol workers and digital workers platforms.

"We are still doing public hiring. In time we will meet, we harmonize between the Permenaker for protection for ojol workers and digital workers with importance or urgent whether they (ojol drivers) are included in Tapera," he said.

Not All Workers Must Participate In Tapera

Indah said that the Public Housing Savings (Tapera) program does not apply to all workers or laborers. She also asked all parties to be calm and ensure that this program would not be burdensome.

As is known, the Tapera program has received rejection from various parties. One of them is the union. This program is considered burdensome because it is mandatory and deducted directly from the worker's salary.

The salary below the minimum is not included in Tapera's membership coverage. They are explored. So once again this only applies to workers or laborers whose salaries are above the provincial minimum wage and above the district/city minimum wage," he said.

Regarding the cut in wages for savings for the Tapera program, continued Indah, it will not apply at this time. He said his party would still conduct further discussions and outreach regarding the program.

Indah also said that the time limit for the socialization until the program is actually implemented is until 2027. This means that there are still about three years of wkatu to absorb aspirations from various parties.

"Just say we will continue to have intensive discussions and once again this is still until 2027. Don't worry, there has been no pay cut for workers anywhere non-ASN, TNI-Polri," he said.
